Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.
Under the general direction of the Deputy Commissioner for Technology or designee, the Strategic Sourcing Associate will help the development and execution of IT strategic sourcing strategies for the ITS's OCFS dedicated team. The Sourcing Associate will be responsible for understanding the IT supplier landscape, with a focus on OCFS's IT needs. This role involves market research, supplier evaluation, contract negotiation, and stakeholder collaboration to align IT procurement with organizational objectives. The Associate will also focus on risk management, performance monitoring, and the implementation of innovative sourcing solutions, requiring a strong understanding of the IT supply market, government procurement, and team leadership.
Specific duties include, but are not limited to, the following:
• Develop and maintain detailed understanding of supplier landscape and existing state procurement vehicles, including ITS Enterprise agreements.
• Document and execute sourcing strategies aligned with OCFS and the ITS dedicated team’s business objectives.
• Lead the process of identifying, evaluating, and selecting qualified suppliers for the OCFS dedicated team.
• Represent Dedicated team and the needs of OCFS during the development of ITS Enterprise contracts and service offerings.
• Work with ITS Vendor Services Management, finance, legal, and appropriate OCFS stakeholders to transition IT-related contracts to ITS, as appropriate.
• Identify and assess potential risks within the supply chain; develop and implement mitigation strategies to minimize disruptions and ensure continuity of supply.
• Manage the ongoing performance of suppliers and ensure contract deliverables are met with a high degree of quality.
• Develop and oversee project plans for procurement and sourcing activities, as needed.
• Participate in executive-level meetings both internally to ITS and with OCFS stakeholders.
• Perform the full range of supervisory responsibilities, as applicable.

Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 4, SG25 OR in a position at the SG23 level or higher deemed administrative under Section 52.6 of Civil Service Law OR in a title eligible for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.

Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
