Duties Description Reporting to the Deputy Commissioner of Technology, the Project Manager 2 (Procurement Liaison) will support the dedicated team’s procurement activities. This role will be responsible for assisting with various aspects of the procurement process, such as initial requirements gathering, work collaboratively with internal stakeholders and external vendors to facilitate efficient and effective procurement outcomes.
• Assist in the development and drafting of procurement documents, including requests for proposals (RFPs), invitations for bids (IFBs), and contracts.
• Assist in managing vendor relationships, monitoring performance, and addressing any issues that may arise.
• Maintain accurate and up-to-date procurement records, ensuring compliance with relevant regulations and policies.
• Support the development and implementation of procurement strategies to optimize value and efficiency.
• Collaborate with internal stakeholders to understand their procurement needs and share with contract team.
• Assist in the preparation of budget analysis, strategic budget planning, funding requests, and spend reporting for technology initiatives.
• Lead IT Procurement, encompassing SaaS, cloud services (AWS, Azure, etc.), infrastructure, and professional services contracts.
• Perform market research to determine best pricing strategies and negotiating contractual terms.

Minimum Qualifications A bachelor's degree and three years of professional experience in project management which must include planning and at least three other of the management process groups: origination (including governance/work intake, portfolio management, capacity/demand planning); initiating; executing; controlling; and, closing. This experience must include the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans; or current certification from the Project Management Institute as a Certified Associate in Project Management (CAPM); or current certification from the Project Management Institute as a Project Management Professional (PMP).
A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Non-Competitive Promotion (NCP):
If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a non-competitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must be in the departmental promotion field and have one year or more in a permanent or contingent-permanent competitive, or 55b/c service in a Project Manager 1.

Preferred Qualifications:
• Bachelor’s degree in supply chain management, Procurement and Contract Management, or a related field.
• A minimum of five years of recent experience in procurement, sourcing, contracting, or purchasing.
• Experience leading IT Procurement, encompassing SaaS, cloud services (AWS, Azure, etc.), infrastructure, and professional services contracts.
• Experience with high dollar and/or complex procurements, supply chain dynamics, and/or public-sector procurement.
• Technical Procurement Knowledge.
• Project management skills.
