Duties Description As an Information Technology Specialist 2 on the Payments team in PeopleSoft and Payment Applications, you will contribute directly towards a shared goal-to ensure that New York State's employees are paid accurately and on time. You will collaborate with Payroll business partners to analyze requirements and propose solutions. Using PeopleSoft-related development tools, you will develop/modify and test new and existing programs. You will communicate effectively and share ideas. You will help to troubleshoot issues and provide after-hours support when needed.

For appointment to an Information Technology Specialist 2 Programming, you must have:

A bachelor's or higher-level degree, including or supplemented by 15 credit hours in computer science courses.
OR - A bachelor's or higher-level degree in any field and at least one year of the experience in information technology.
OR - A minimum of 60 college semester credit hours including at least 15 credit hours in computer science courses and one year of the experience in information technology.
OR - A total of two years of experience in information technology.

Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6 of the Civil Service Law.

Non-Competitive promotion (NCP) qualifications:
You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as a Information Technology Specialist 1 Programing.

NCP notes:
If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.

If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.

Additional Comments Preferred Qualifications/Knowledge, skills, and abilities:

Demonstrated experience with one or more of the following skills:
• Computer Programming - Performing program maintenance.
• Debugging/resolving program problems, including troubleshooting application software for user/system problem resolution.
• Developing program control scripts (such as JCL, ECL, UNIX, Shell script, NT batch commands, VB scripts, SMS).
• Writing programming instructions (code) in an object-oriented language, such as Java.
• Writing programming instructions (code) in a procedural language, such as COBOL.
• Writing programming instructions (code) for communications interfaces with other software.
• Writing programming instructions (code) in any other specific programming language type.
• Preparing functional specifications that define the system being proposed to meet business requirements.
• Documenting workflow processes.
• Researching and/or consulting to ascertain the software or hardware solutions necessary to meet the customers' needs.
• Analyzing end-user requests for information and create "ad hoc" reports from various databases using query tools.
• Demonstrated experience with one or more of the following competencies:
• Database - Oracle
• ERP - PeopleSoft Development Tools/Code
• Query Tools – SQL, PL/SQL
• Proficient at communicating with technical staff and customers.
• Strong analytical thinker with excellent troubleshooting and problem-solving skills.
• Demonstrated experience in handling high pressure situations, including the ability to work under tight deadlines, troubleshoot production issues (both during shift and on-call), and able to shift priorities with minimal guidance.

Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
