Duties Description The New York State Education Department (NYSED) is seeking candidates for an Assistant Director of Financial Administration 2 position in the Financial Administration Office. This office processes all non-grant and non-State Aid payments issued by the Department and serves as fiscal advisor to Department management and staff. Ideal candidates will be a results-oriented team member able to direct multiple units and have experience leading modernization initiatives. Duties will include, but are not limited to the following:

• Oversee the Accounting and Reporting, Accounts Payable, Revenue, and Travel units including supervision of all lead staff in these areas;
• Help to ensure transactions adhere to the NYS Guide to Financial Operations (GFO) and are processed according to OSC and SFS protocols;
• Ensure all Federal and State reports are submitted timely in accordance with all rules and regulations.
• Serve as liaison with the US Department of Education on the annual development of the Agencies and LEA’s Indirect Cost Plan;
• Maintain/develop policies and procedures in accordance with State and Federal rules and regulations including proper internal controls of unit functions;
• Act as lead liaison on SFS workgroups and assist in the coordination of any SFS/OSC system or policy changes;
• Assess risks for all oversight areas and ensure adequate internal controls; and
• Ensure training and performance plans are provided to all staff.

Minimum Qualifications COMPETITIVE MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Assistant Director of Financial Administration 2.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated M-1 (SG-25) or higher eligible to transfer under Section 52.6 of the Civil Service Law.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be a current New York State Education Department employee AND have one year of permanent service in a financial management, accounting, contract management, or budgeting position allocated to Grade 23 or higher. Provisional candidates must take the examination for Assistant Director of Financial Administration 2 when it is next offered and must be reachable on the resulting eligible list to maintain employment.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or a temporary provisional appointment. Provisional candidates must take the examination for Assistant Director of Financial Administration 2 when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.

This position leads to a maximum salary of $131,298 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts
