Duties Description The Director of Strategic Planning and Innovation, M-6, will provide overall leadership and guidance to the agency in matters related to strategic planning, business process reengineering, data research and statistics, project management, portfolio governance, and information security. The incumbent will perform management activities designed to set priorities, focus energy and resources, strengthen operations, and ensure that employees and other stakeholders are working together to achieve measurable results. Duties include, but are not limited to the following:
• Collaborates with DMV’s Executive Team and DMV Senior Management Team in the development of the agency’s mission, vision, core values, and strategic plan. Develops, shares, and executes the strategic and tactical plans for the Division and ensures that those plans are in alignment with agency goals.
• Provides oversight and management of innovation strategy and related activities impacting the Department, including relationship management and liaising with the Office of Information Technology Services.
• Ensures the successful initial implementation of the Driver Registration Insurance Vehicle Enforcement and Safety (“DRIVES”) system. Post-implementation, provides oversight, leadership, and guidance to ensure ongoing support, governance of enhancements, and effective sustainability and maintenance of the DRIVES system into the future.
• Collaborates with the DMV Chief Information Security Officer to address potential information security vulnerabilities, as well as respond to phishing and other scams that target DMV systems and employees.
• Collaborates with DMV’s Change Management Office to prepare for and support the “people side of change” in the implementation of new solutions, business processes, and initiatives.
• Works in partnership with other DMV Division leadership to ensure mutual objectives are achieved and aligned with DMV business needs and strategic direction. Leverages consensus building to shepherd common understanding of best practices to achieve sustainable desired outcomes for DMV Transformation.
• Monitors the status of all ongoing projects and provides guidance and direction to resolve issues that prevent or hinder project progress or success, including the proactive identification and management of resourcing conflicts that may arise.
• Seeks innovative ways to apply solutions to new and ongoing business unit needs during everyday operations. Leads the initiation of projects for new needs and/or services. Promotes the use of new and emerging solutions to solve agency business problems.
• Manages and directs the fulfillment of agency reporting requirements including the development of reports and coordination across the agency to ensure timely delivery and accuracy of the data.
• Collaborates with the DMV Executive Leadership and Senior Managers to facilitate the implementation and adoption of agency technology solutions, establishment of organizational priorities, allocation of resources, and the development of new policies and programs.
• Liaisons with federal regulatory agencies regarding initiatives affecting Departmental programs; with agencies in other states providing similar services to their public; and with other New York State agencies whose roles require interfacing with DMV as it relates to data access, sharing, and utilization. Builds and maintains relationships with points of contact from other states and other New York State agencies for the sharing of information and experiences and collaborative problem solving.
• Ensures clear and consistent communication of overall agency objectives and strategies to subordinate managers and supervisors, as well as overall management and monitoring of Division alliance with those objectives. Oversees the hiring and development of Division employees. Supports the advancement of human resources policies, including affirmative action, training, and staff evaluations. Manages and mentors’ subordinates in a manner that best utilizes their existing talents and aides in the improvement of their level of knowledge, skills and abilities.
• Prepares progress and status reports on Division efforts as required by the DMV Executive Team. Represents DMV as needed during meetings with the Division of the Budget, Executive Chamber, and other critical stakeholders and partners.
• Provides advisory support to DMV’s Chief Risk Officer.
Minimum Qualifications A Bachelor’s degree and seven years of experience, or a Master’s degree and five years of experience, in one of more of the following areas:
• Project Management and Portfolio Governance
• Business Analysis and Process Re-Design
• Strategic Planning
• Data Analysis
• Large-scale innovation and/or modernization efforts
Preferred Qualifications:
The ideal candidate will possess the following competencies:
• Strong analytical, problem-solving, and negotiation skills.
• Experience in data analysis and reporting.
• Demonstrated success in leading large complex projects.
• Strong oral and written communication skills.
• Experience in leading strategic planning initiatives.
• Successful business process reengineering experience.
Additional Comments Hours of the position will be discussed at the time of interview, including questions regarding Flextime, AWS/Compressed work week and Telecommuting.
