Duties Description • Participates in short-term and long-range planning activities to define and prioritize needs for construction, alteration, expansion and/or rehabilitation of Division buildings and facilities. Reviews equipment, facilities, systems or structures and identifies improvements needed to meet Division goals and objectives.
• Meets with division program managers to conduct needs analysis activities.
• Reviews equipment, facilities, systems or structures and identifies improvements needed to meet Division goals and objectives.
• Recommends cost effective and feasible alternatives or substitutions.
• Assists in the establishment and prioritization of projects and the development of the 6- and 20-year Capital programs.
• Supervises the installation of mechanical, electrical, electronic or computerized systems and the new construction of significant architectural changes to the physical plant.
• Works with architects and engineers to ensure projects are planned in compliance with building and fire codes and other regulations and standards.
• Inspects work in progress to ensure that projects are carried out in accordance with plans.
• Prepares progress reports for review by Thruway Division Engineer.
• Directs the inspection and repair of a Division's buildings, building equipment, systems, and exterior lighting.
• Conducts the continuous review of plant operations to ascertain conditions and evaluate the effectiveness of routine maintenance activities.
• Approves projects when completed.
• Works with Thruway's Bureau of Safety and Health to establish and enforce safety standards.
• Recommends revisions to upgrade preventative maintenance programs.
• Directs the operation of wastewater treatment facilities in compliance with NYSDEC regulations.
• Supervises the monitoring and oversight of Concessionaire's compliance with operating contracts; directs and oversees the conduct of periodic and random inspections of restaurants and gas stations.
• Exercises environmental oversight, ensuring wetlands protection, proper treatment or disposal of hazardous waste and the conduct of inspections of above or underground storage tanks.
• Serves as liaison to the Underground Facilities Protective Organization, staying abreast of applicable laws and maintaining a database which accurately describes the location of Thruway owned fiberoptic cable, sewage, water, drain lines, etc.
• Prepares the annual Division Facilities budget and attends informal and formal budget hearings.
• Serves periodically as Division Duty Officer.
• Represents the Division before various state and federal agencies.
• Performs the full range of supervisory duties.
• Carries out special projects as assigned.
• Other duties as assigned.
Minimum Qualifications 1. TRANSFER QUALIFICATIONS FOR CURRENT STATE EMPLOYEES:
Current New York State employee with one year or more of qualifying permanent service as a Maintenance Supervisor 4, Plant Superintendent C, Plant Utilities Engineer 4, or Public Buildings Manager 3 and eligible for transfer under Section 70.1 of the NYS Civil Service Law.
2. PROVISIONAL PENDING EXAMINATION QUALIFICATIONS:
Current New York State Thruway Authority employee with one year or more of qualifying permanent service as
Either A. Plant Superintendent C;
Or B. Plant Utilities Engineer 4, Plant Utilities Engineer 3, Maintenance Supervisor 4, Maintenance Supervisor 3, Building Maintenance Supervisor 2, Public Buildings Manager 2, or Regional Park Maintenance Supervisor.
3. NCP QUALIFICATIONS:
If there are three or fewer qualified candidates interested in appointment to this position, the appointing authority will request approval from the NYS Department of Civil Service to fill this position via a noncompetitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must meet the following qualifications:
Current New York State Thruway Authority employee with one year or more of qualifying permanent service as
Either A. Plant Superintendent C;
Or B. Plant Utilities Engineer 4, Plant Utilities Engineer 3, Maintenance Supervisor 4, Maintenance Supervisor 3, Building Maintenance Supervisor 2, Public Buildings Manager 2, or Regional Park Maintenance Supervisor.

4. NY HELPS MINIMUM QUALIFICATIONS:
Seven years of experience in a physical plant in an institutional, educational, laboratory, or healthcare setting, or a power plant, which must include management of daily plant operations including procedure development, budget planning and workforce allocation, efficiency, and enforcement of codes and standards; capital planning of construction/rehabilitation projects; AND/OR contract management of building maintenance/construction/rehabilitation projects and grounds.
MQ Substitution:
An associate degree in a related field can substitute for two years of specialized experience; a bachelor’s degree in a related field can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

ADDITIONAL PAY INFORMATION:
The salary range for this position includes all applicable annual components of pay which are:
Base Pay Range from Hiring Rate $84,549 up to Job Rate $116,395.
Location Pay: $3,400 for Downstate.
Recruitment & Retention Pay: $7,000.
