Duties Description The New York State Office of Information Technology Services (ITS) provides operational support 24 hours a day, 7 days a week, 365 days of the year, supporting more than 4,900 applications for 53 New York State Agencies.
Under the direction of the Manager Information Services (MIS), the Information Technology Architect 2 (Network) will be responsible for the design and deployment of cloud network connectivity. This role will support network connectivity for dozens of NYS agencies and their applications, including Microsoft Azure, Amazon Web Services, Google Cloud Platform, Oracle Cloud Infrastructure, and multiple NYS data centers. The position will utilize their vast experience in physical, virtual, and cloud network technologies to achieve project objectives and train junior staff. This role requires a deep understanding of both traditional on-premises networking and advanced cloud networking principles. The ideal candidate will be a strategic thinker with strong analytical skills, capable of translating business requirements into scalable and secure network solutions.
Duties include, but are not limited to, the following:
Network Analysis and Design
• As needed conduct in-depth analysis of current network infrastructure, identifying performance bottlenecks, security vulnerabilities, and areas for improvement.
• Gather and interpret business and application requirements to design highly available, scalable, and secure network architectures for both physical and cloud environments (Azure, AWS, GCP, and OCI).
• Develop and review detailed network diagrams, documentation, and architecture blueprints.
• Evaluate and recommend new networking technologies, hardware, and software solutions to enhance network performance, security, and efficiency.
• Design and implement network segmentation strategies to enhance security and optimize traffic flow.
• Plan and execute network migrations, upgrades, and expansions with minimal disruption to operations.
Network Monitoring and Performance Evaluation
• Establish and maintain comprehensive network monitoring systems to proactively identify and resolve issues.
• Continuously monitor network performance metrics, including latency, throughput, packet loss, and utilization, for both on-premises and cloud networks.
• Analyze network data to identify trends, predict potential problems, and recommend preventative measures.
• Develop and implement network performance baselines and KPIs.
Network Tuning and Optimization
• Optimize network configurations to improve performance, reduce latency, and enhance overall efficiency.
• Perform traffic shaping, QoS (Quality of Service) configurations, and routing optimizations.
• Troubleshoot complex network issues, including connectivity problems, performance degradation, and security incidents.
• Collaborate with application development teams to optimize network connectivity for specific applications and services.
Network Maintenance and Support
• Oversee the maintenance of all network hardware and software, including routers, switches, firewalls, load balancers, and cloud network services.
• Develop and implement network backup and disaster recovery strategies.
• In-depth knowledge of networking protocols (TCP/IP, BGP, OSPF, EIGRP, MPLS, etc.).
• Ensure network security best practices are consistently applied and maintained.
• Provide expert-level support for network-related incidents and problems, participating in on-call rotation as needed.
• Manage vendor relationships for network-related products and services.
• Manage and coordinate WAN, Campus, and Colocation circuit provisioning for Interagency and Internet services.
• Provides Technical Network Support during Engineering Intake and Build Process.
Cloud Network Specifics
• Design, implement, and manage virtual networks, subnets, VPNs, Direct Connects, and peering connections within AWS, Azure, GCP, and OCI.
• Configure and optimize cloud-based load balancers, firewalls, and security groups.
• Ensure secure and efficient connectivity between on-premises networks, colocations, and cloud resources.
• Implement and manage cloud network security policies and best practices.
Collaboration and Documentation
• Collaborate effectively with cross-functional teams, including server administrators, security engineers, application developers, and project managers.
• Create and maintain comprehensive network documentation, including logical and physical diagrams, configurations, policies, and procedures.
Minimum Qualifications EMPLOYMENT:
• Seven (7) years of broad information technology (IT) experience, demonstrating a comprehensive understanding of network engineering, IT network project management, IT network architecture, network administration or other IT networking-related specialty and its application within large-scale organizations.
• Five (5) years of specialized experience in IT network engineering, with a focus on IT network architecture.
EDUCATION/EXPERIENCE SUBSTITUTIONS:
Earned college degrees in computer science, electrical engineering, information technology or a related field of study may substitute for the specified years of broad IT experience as follows:
• Bachelor's or higher-level degree in any field including or supplemented by 15 semester credit hours in computer science, electrical engineering, information technology, or related field substitutes for three (3) years of general information technology experience; any bachelor’s substitutes for two (2) years of general information technology experience.
• Associate degree with 15 semester credit hours in computer science, electrical engineering, information technology, or related field may substitute for one (1) year of general information technology experience. Candidates in a bachelor’s degree program with at least 15 semester credit hours in computer science, electrical engineering, information technology, or related field may substitute such credits for one (1) year of general information technology experience.
• Master’s degree or higher in computer science, electrical engineering, information technology, or related field substitutes for one (1) year of general information technology experience.
PREFERRED QUALIFICATIONS:
Certifications
• Preference for candidates holding relevant IT networking industry certification, such as Cisco Certified Network Professional (CCNP) or higher, Certified Information Systems Security Professional (CISSP), Global Industrial Cyber Security Professional (GICSP), or other relevant certification in networking or security.
Technical Skills
• Expert-level knowledge of networking protocols and technologies (e.g., TCP/IP, Ethernet, VLANs, routing protocols, VPNs).
• Strong understanding of network security principles and best practices (e.g., firewalls, intrusion detection/prevention, network segmentation).
• Experience with network monitoring and analysis tools (e.g., Wireshark, SolarWinds, Nagios).
• Proficiency in configuring and managing network devices (e.g., routers, switches, firewalls) from major vendors (e.g., Cisco, Palo Alto).
• Familiarity with industrial control systems (ICS) and SCADA systems.
• Knowledge of wireless communication technologies (e.g., Wi-Fi, cellular, radio).
• Experience with cloud networking technologies (e.g., AWS, Azure, Google Cloud) is a plus.
• Understanding of virtualization technologies (e.g., VMware, Hyper-V).

• Appointment to this position and continued employment with the agency is contingent upon obtaining and/or maintaining New York State residency within six months of hiring.
