Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.
Under the direction of the Manager Information Technology Services 2, SG27, within the Dedicated Support team, Office of Mental Health Portfolio, the incumbent will manage 10-12 project managers that will coordinate tasks and develop system analysis and technical design deliverables. Specific duties include, but not limited to:
• Coordinates the procurement process of consultant resources (HBITS)
• Writing & Reviewing Task Orders for procuring resources.
• Responsible for reviewing and scoring responses from vendors.
• Responsible for conducting interviews as well as final candidate selection.
• Responsible for On-boarding/off-boarding staff.
• Monitor and assign Project Managers workload.
• Responsible for all aspects of projects governance within ITSM; including Demand, Cost Planning, Milestones, Monthly update review & approval and closeout.
• Prepare project details for “Budget Walk-down” with CPO and ITS Finance
• Manage and direct the day-to-day activities of Project Managers within the Public Safety Portfolio
• Liaison between management team and PM’s.
• Act as escalation path for any issues.
• Evaluate project objectives within the parameters of budget, time and scope.
• Actively manages the integration of project processes including impact analysis resulting from changes in project scope, budget or schedule.
• Meet monthly with each project manager to review individual project portfolio and performance.
• Review weekly status reports from PM’s
• Develops and implements project management processes, policies and templates
• Work directly with Business Solutions, Customer Relationship Managers (CRMS) and agency staff to develop priorities, identify project staffing as well as funding.
• Manage portfolio and Project Change Request (PCR) process
• Responsible for reviewing monthly status reports and preparing monthly dashboards using ITSM.
• Responsible for preparing materials and running ITRB meetings with PSP executives.
• Preparing materials for executive portfolio review board (EPRB) meetings with customer agencies to provide project updates as well as various other topics.
• Perform all supervisory responsibilities.
Minimum Qualifications Open to NYS employees with one year of permanent competitive service as Project Manager 3, SG25, (previously known as Project Manager 2, SG25) OR in a position at the SG23 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.
Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or for permanent residence.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
