Duties Description Manage and prioritize helpdesk and project requests from nursing, physician, therapy, and ancillary departments. Configure, customize, and maintain Meditech Client/Server modules, including EMR, PCS, OE, PCM, LAB, PHA, RXM, PDOC, and related components. Develop, update, and validate physician order sets, documentation templates, and clinical workflows in collaboration with care teams. Analyze user needs and translate clinical and operational requirements into effective technical solutions and programming specifications. Design, build, and maintain interfaces and integrations between Meditech and third-party systems using HL7 or comparable standards. Participate in testing, validation, and change management activities related to new implementations, upgrades, and system enhancements. Provide end-user support, including issue resolution, education, and communication of system updates or best practices. Monitor system performance, perform routine data audits, and ensure compliance with HIPAA and PHI security standards. Collaborate with vendors, clinical informatics staff, and IT leadership to support ongoing system optimization and upgrade initiatives. Develop custom reports and dashboards to support operational, clinical, and regulatory reporting requirements. Serve as a technical resource for the facility and other analysts and assist in cross-departmental IT initiatives as assigned.

Minimum Qualifications Transfers: Current New York State employee with one or more years of permanent, contingent-permanent, or 55 b/c service in a position allocated to Grade 21 or above, and that is eligible for transfer under Section 52.6 of the Civil Service Law to Information Technology Specialist 3 (Programming).

Promotion Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. Candidate must be a current New York State Department of Health (DOH) employee with one year or more of permanent, contingent-permanent, or 55b/c service as an Technology Specialist 2, Information Technology Specialist 2 (Programming), or Supervising Computer Operator. Open-Competitive HELPS Minimum Qualifications: Five years of professional experience in computer programming which must have involved the planning, configuration, testing, implementation, and/or management of the systems environment that supports the organization's information technology architecture and business needs.

Substitution: A bachelor's degree in any field including or supplemented by 15 semester credit hours in computer science with at least 9 semester credit hours in programming languages and two years of experience in computer programming; or a bachelor's or higher level degree in any field and three years of experience in computer programming; or an associate degree with 15 semester credit hours in programming languages and four years of experience in computer programming.

Preferred Qualifications: Minimum of five (5) years of experience supporting and managing helpdesk and project requests in a healthcare or clinical environment (preferably Meditech).  Ability to analyze complex business workflows and develop effective technical, workflow, or integration solutions.  Proficiency with Electronic Medical Record (EMR) systems, including configuration, troubleshooting, and user support.  Experience with software integration, interface design, mapping, testing, and support (e.g., HL7 standards).  Strong analytical and programming skills with the ability to assess issues and implement timely solutions.  Experience maintaining vendor relationships for software configuration and upgrades.  Familiarity with data integrity, system performance monitoring, and compliance with HIPAA/PHI standards.  Experience designing and maintaining custom reports and dashboards using SQL, NPR (Meditech) or other reporting tools.  Ability to extract and analyze data to support decision-making, performance improvement, and reporting requirements.  Experience preparing documentation, user guides, or training materials for system users and IT staff.

The posted salary range ($90,682 - $113,650) includes $4,000 of downstate adjustment.
