Duties Description As an Employment Counselor, you would provide complete employment counseling services to applicants in need of special assistance in determining and realizing their occupational potentials. Employment Counselors provide vocational counseling and career development information to individuals looking for employment. They use interview techniques and testing devices to assess the individual’s vocational needs and capabilities as well as help them understand and resolve their problems to obtaining employment. Employment Counselors assist in developing an employment plan, maintain a record of interviews and provide follow-up assistance as necessary.

Position specific job duties may include occasional altered work schedule or job assignments which require availability and willingness to work occasional evenings and/or out-stationed assignments.

Candidates with no previous state service will begin at the starting rate of the salary range listed above.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY-HELPS). For the duration of the NY-HELPS Program, this title may be filled via a non-competitive appointment, if they meet the below NY-HELPS minimum qualifications.

NY-HELPS Non-Competitive Minimum Qualifications:
1. A master's degree in career counseling, clinical psychology, community counseling, counseling, mental health counseling, psychology, rehabilitation counseling, school counseling, or social work; or

2. a master's degree in career development, counseling education, educational leadership, health education, higher education, human development, or psychology education and one year of full-time qualifying employment counseling experience as described below; or

3. a bachelor's degree in career counseling, career development, clinical psychology, community counseling, counseling, counseling education, educational leadership, health education, higher education, human development, mental health counseling, psychology, psychology education, rehabilitation counseling, school counseling, or social work and two years of full-time qualifying employment counseling experience as described below.

Qualifying experience:
Employment counseling experience is defined as establishing a one-to- one employment counseling relationship, including gathering customer information and relating it to the labor market; selecting, utilizing, and analyzing results of career assessments; and developing and implementing employment plans.

It is expected that employees hired under NY-HELPS will have their non-competitive employment status converted to competitive status in the future, without having to compete in an examination. Employees will then be afforded all of the same rights and privileges of competitive class employees of New York State. Competitive Minimum Qualifications:

As this position requires travel, the appointee must have a valid license to operate a motor vehicle in New York State and have a motor vehicle or otherwise demonstrate their capacity to meet the transportation needs of the position.

55 B/C Qualifications:
This position is designated 55-b/c and is subject to verification of applicant eligibility. Please provide a copy of your 55-b/c letter when applying. You must meet the open competitive qualifications from the most recent examination announcement.

Subsequent 55 B/C Qualifications:
A subsequent 55-b/c appointment may be considered if you have one year of permanent or contingent-permanent service in a Labor Services Representative/Trainee 1/2 and have a current Civil Service 55-b/c approval letter.

Reassignment Qualifications:
Current Department of Labor employees only, with at least one year of permanent, contingent-permanent, or 55-b/c service a Labor Services Representative/Trainee 1/2; if you have less than one year, you must be reachable on the current a Labor Services Representative eligible list for this location, if one exists.

NOTE: Non-competitive refers to not competing in an examination; the appointment will be competitive.

52.6 Transfer Qualifications:
One year of permanent or contingent-permanent as a Grade 14 or higher determined to be administrative by Civil Service.

70.1 Transfer Qualifications:
One year of permanent or contingent-permanent as a Grade 16 or higher determined to be similar by Civil Service.

70.4 Transfer Qualifications:
One year of permanent or contingent-permanent service as a Grade 16 or higher and a passing score on a Labor Services Representative examination.

NOTE: Candidates must not have failed the most recent examination for this title. Appointments are made at the Trainee 1 or Trainee 2 level.
