Duties Description Under the direction of the Project Manager 4 (SG-27) within the ITS Dedicated Team supporting the Office of Parks, Recreation and Historic Preservation (OPRHP) and the Adirondack Park Agency (APA) the Business Systems Analyst 2 (SG-23) will work closely with project managers and key stakeholders to define and develop requirements for new or existing information technology (IT) systems and business processes. The Business Systems Analyst will also analyze, communicate, test and validate requirements for changes to business systems. The Business Systems Analyst 2 will perform analysis, portfolio, and IT Governance activities; promote business analysis organizational maturity; develop, communicate, and maintain methodology and standards to promote a consistent approach relative to business systems analyst.

The specific duties include, but are not limited to, the following:
• Use business analysis techniques to elicit requirements as the foundation for the solution to the organization's business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, or Joint Application Development (JAD) Sessions).
• Use business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).
• Describe in comprehensive written documents what the system, process, or product service must do to satisfy the established business requirements; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirement Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, or Change Management Analysis).
• Validate requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.
• Verify requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and can achieve the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.
• Establish timetables for completion of projects; communicate business process and system requirements to IT staff, program staff and stakeholders; develops test data scenarios and analyzes the results.
• Perform business analysis intelligence activities such as data mining to extract data for forecasting, service delivery metrics, and provide management with data to make policy decisions.
• Assist with change management functions including stakeholder identification, preparation of communications, process support, and change reinforcement.
• Perform supervisory responsibilities.
• Perform other duties as assigned.

Minimum Qualifications List Appointment: Candidate must be reachable on the current Civil Service list for Business Systems Analyst 2.

OR

Transfer: Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

NYHELPs Minimum Qualifications: A bachelor’s degree and three years of business analysis experience.
**An associate degree in a related field can substitute for two years of specialized experience; a bachelor’s degree in a related field can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.

Non-Competitive Promotion (NCP): If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a non-competitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must be in the departmental promotion field and have one year or more in a permanent or contingent-permanent competitive, or 55b/c service in an Business Systems Analyst 1.

Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or for permanent residence.

Some positions may require fingerprinting.

Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.

For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
