Duties Description Under the direction of the Information Technology Specialist 3, within the Chief Technology Office, Enterprise Network Solutions-Business Processing and Telephony System Support Section, the Student Assistant will perform a variety of duties related to the business and technical aspects of telecom management.
Telecom Account and Invoice Management
• Assist in managing the lifecycle of over 600 active telecom accounts, including processing account closures for sunsetting services and opening new accounts in the tracking system.
• Perform monthly, annual contract-based audits of lines and products for budget reconciliation using the Statewide Financial System (SFS).
• Conduct front-page audits of carrier Monthly-Recurring/Blanket Approved template invoices, using SFS record validation for internet and phone services.
• Review Monthly-Recurring/Purchase Order (PO) invoices for approval or denial against established PO lines and amounts. This includes short-paying or disputing carrier overbillings and confirming that credit recoveries meet the exact annual cost of the PO.
• Manage the carrier invoice dispute process, including opening and closing disputes based on validation of monthly-recurring invoices.
• Process non-recurring invoices by receiving, auditing, and providing approval or denial. This involves validating against approved ITSM requests and ensuring contract rate compliance.
ITSM Processing and Technical Support
• Process and close ITSM requests and tasks related to billing and bill review. This includes handling customer adds, changes, moves, and disconnects for data circuits and phone services.
• Execute billing inquiry and adjustment tasks, leveraging knowledge of general telecom billing principles.
• Provide support for managing vendor portals, which are used for report management, invoice inquiries and disputes, meetings, and project workload reviews.
• Develop and modify procedures for basic training and daily process documentation to improve team efficiency.
• Support, cross-train, and provide coverage for other team members as needed.
Automation and Development
• Gain an understanding of the technical structure of existing system automations, which utilize SQL and Python.
• Apply this knowledge to understand the justification for and need for increased automation
Minimum Qualifications • Must be a US citizen or foreign national eligible to work in the United States
• Must be 18 years of age or older
• Must be currently attending a New York State college, university or graduate program, or be a resident of New York State attending a college, university or graduate program outside of New York State
• Must have completed a minimum of one (1) year as a student at a degree-granting two or four-year college or university (completion of one year’s worth of academic credits over a more extended period of time may qualify part-time students) OR currently enrolled graduate student or accepted in a graduate degree program
• Must have a minimum grade point average (GPA) of 2.0 or equivalent to a C.
Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. This position can be part time or full time.
