Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.
Under the direction of a senior project manager, the Data Management Specialist will be assigned to the Integrated Eligibility System (IES) within the Office of Information Technology Services (ITS) and will manage, analyze, and report on business data requirements for the benefit of the program and stakeholders and will liaise with various analysts regarding a broad spectrum of data needs. Duties include but are not limited to the following.
• Work with IES/ITS leads to conduct technical requirements gathering and project scoping sessions with subject matter experts and stakeholders to discover and define data needs.
• Create data models aligning with stakeholder business requirements.
• Work with analysts to design value-creating pipelines including data integrations and transformations, ETL/ELT process.
• Improve data reliability, data integrity and data governance, enabling accurate, consistent, and trustworthy datasets.
• Identify, design, and implement internal process improvements: automating manual processes, optimizing data delivery, and re-designing infrastructure for greater scalability.
• Proficient in business intelligent solutions, data extraction, analysis for new functions and implementation.
• Devise methods for identifying data patterns, trend identification and root cause analysis.
• Provide input on current approaches and recommend improvements.
• Assess data structures and how they can be used to produce desired reports.
• Research new data sources and analytical tools and recommend solutions.
• Conduct or coordinate tests to ensure that business intelligence solutions are consistent with defined needs.
Minimum Qualifications Minimum Qualifications:
Six (6) years of experience in data modeling, data warehousing, data visualization, reporting, and data mining tools with at least one (1) of those years in a supervisory role.
The following degrees may substitute for the general experience as indicated:
• Associate’s degree and five years of experience
• Associate’s degree including 15 semester credit hours in computer science and four years of experience
• Bachelor’s degree and four years of experience
• Bachelor’s degree including 15 semester credit hours in computer science and three years of experience
• Master’s degree in computer science or related field substitutes for an additional year of experience
• Doctorate in computer science or related field substitutes for an additional 2 years of experience
Preferred Qualifications:
• Proficient in Python, SQL, R dbt, and Git.
• Strong SQL knowledge and ability to write efficient queries. Experience with Databricks, Snowflake a plus.
• Experience in data analytics, data engineering, or related roles, with experience using modern data pipelines and warehousing platforms.
• Experience with cloud technologies (Databricks, Snowflake, etc.).
• Quick learner with ability to swiftly grasp new methods and technologies.
• Proven ability to work both independently on projects and as part of a larger team.
• Possess strong analytical thinking and critical reasoning skills with an aptitude for problem-solving.
