Duties Description The position supervises a team of skilled staff assigned to the Center for Residential Surveillance, Division of Residential Support, Bureau of Complaint Management, Centralized Complaint Intake Program. This program operates during the business hours of 8:30am-4:45pm Monday-Friday, excluding major holidays. Holiday and weekend on-call coverage is required on a rotating basis. Duties include assisting in the development, implementation and evaluation of policies and procedures; conducting quality assurance reviews to ensure proper compliance with applicable policies, procedures and other guidance; supervision of staff including time card review/approval, time off requests, performance planning and evaluation; receipt of Long Term Care complaints and facility reported incidents (in general and with a special focus on Adult Care Facility and Assisted Living Progrm and Home and Community Based Settings complaints/incidents) via telephone, fax, email or written correspondence; appropriately screen complaints to determine authority having jurisdiction; and ensure proper follow-up. As the HCS3, the candidate will also be responsible for preparing responsive material for assigned Freedom of Information Law (FOIL) requests and other correspondence.
Minimum Qualifications Permanent Transfer Candidate: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive service as Health Care Surveyor 3(Nursing) G22, and able to meet the below non-competitive requirements.
Non-Competitive Candidates: Possession of a license a
and current registration as a registered professional nurse in NYS; and three years of post-licensure, specialized professional administrative or professional clinical experience.
Substitution: a bachelor's degree in nursing may substitute forgone year of post-licensure clinical nursing experience; and a master's degree in nursing may substitute for two years of post-licensure clinical nursing experience.
Preferred Qualifications: Proficiency with the Microsoft Office suite; Organizational skills and practices; ability to prioritize multiple assignments. Preferred qualifications also include familiarity and knowledge of long term care regulations including, but not limited to, adult care facility and assisted living program and home health care regulations; excellent telephone and written communication skills; two (2) years of experience performing utilization review, medical review, surveillance or monitoring activities at the facility level; and three (3) years of clinical experience in a medical facility, preferably in long-term care. Federal Surveyor Minimum Qualifications Testing certification.
Additional Comments This position is part of the NYS HELPS program. No examination is required.
This position may require travel throughout New York State including overnights to areas not served by public transportation.
