Duties Description The core responsibility of a Local Government Specialist 1 in the Department of State's Division of Local Government is to function as a direct resource for local government officials in the implementation of grant and technical assistance programs including but not limited to the Local Government Efficiency program, Appalachian Regional Commission (ARC), and the Northern Border Regional Commission (NBRC). In addition, the position will also provide assistance in land use planning and regulation, local government administration and community development planning and implementation.
The Local Government Efficiency program provides technical assistance and grants for inter-municipal projects targeting shared opportunities, cost savings, and delivery of efficient, quality services. The ARC is an economic development partnership entity of the federal government and 13 state governments across the Appalachian Region. The NBRC is a federal/state partnership encompassing 28 counties and four Northern Border States of New York, Vermont, New Hampshire, and Maine.
The Local Government Specialist 1 duties in the Division of Local Government Services will include but are not limited to the following:
• Manage community development and local government efficiency projects, including review of grant applications and administration of state contracts.
• General economic and community development work in support of the regional commissions. These programs offer funding and technical assistance in support of infrastructure, workforce and business development, access to health care, entrepreneurship, asset-based development in support of economic development and local community capacity building.
• Draft and deliver training courses to local government officials on municipal operation, management, and opportunities for efficiencies in the delivery of local services. Secondary assistance may be provided for land use planning, regulation, and community development.
• Provide technical assistance on municipal operations management, and local government consolidation to local officials. Additionally, the position will support the Divisions role in providing assistance on planning and zoning administration.
• Draft written materials to guide local officials on comprehensive planning, consolidation of services, government efficiency, and other management topics.
• Assist local government officials on implementing long-range planning; facilitating inter-agency cooperation; and identifying, analyzing, and proposing solutions to community development needs.
• Prepare research and policy recommendations to offer resolutions to programmatic and public policy issues through the development of intergovernmental partnerships and municipal consolidation.
• Promote performance measurement to assess the effectiveness of local governments.
• Assist with the implementation of new policies and plans that affect New York's local governments.
Minimum Qualifications NY HELPS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
The minimum qualifications for Non-Competitive appointment are:
Six years of specialized experience in developing and analyzing policy, developing strategies, and implementing programs dealing with local government issues related to land use and comprehensive planning, service delivery, economic development, or finance at a state or local level.
Substitution: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
COMPETITIVE MINIMUM QUALIFICATIONS:
CIVIL SERVICE LIST APPOINTMENT: Candidates must be reachable on the appropriate Civil Service eligible list.
REASSIGNMENT QUALIFICATIONS: Current Department of State employees with one year of permanent, contingent permanent, or 55 B/C service as a Local Government Specialist 1. If less than one year, you must be currently reachable on the Local Government Specialist 1 eligible list for the Albany location if one exists.
55 B/C APPOINTMENT: This position is eligible for 55B/C designation and candidates with 55B/C eligibility are encouraged to apply. Candidates must meet any open competitive minimum qualifications and must submit their current 55B/C eligibility letter along with their application.
PREFERRED QUALIFICATIONS:
• Familiarity with state and federal economic development and community infrastructure initiatives.
• Undergraduate or graduate degree in regional planning or public policy or administration.
• Employment with a local government in general administration and management or land use planning and regulation or similar work with local government officials.
• Grants management experience with local governments and Not For Profits (NFPs).
• Ability to communicate in writing and in person with all audiences.
• Skilled in financial and economic analysis.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
