Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking a candidate for an Associate in Education Improvement Services position on the Field Support Team in the Office of Accountability. The identified candidate will be primarily responsible for supporting improvement initiatives in schools and districts identified through the state’s accountability system. Duties for this position include, but are not limited to, the following:

• Coach principals AND/OR instructional coaches in high-needs schools
• Develop and facilitate professional learning related to leadership, instructional coaching and instructional best practices;
• Engage in rigorous continuous learning to enhance their skills as a facilitative coach;
• Collaborate closely with team members to develop content and contribute to the growth of the professional learning community; and
• Support school and district leaders successfully develop and implement sustainable improvement practices.

Minimum Qualifications MINIMUM QUALIFICATIONS:

NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Master's degree AND either:

1. Four years of professional experience in an education agency or organization working with elementary, middle or secondary schools in the provision of technical assistance or in the development or implementation of educational programs or educational grants; OR

2. Possess a New York State permanent or professional certification in classroom teaching, administration and supervision, or school service AND four years of professional experience in a public school teaching common branch subjects in grades Pre-Kindergarten to 6 or teaching academic subjects (English, a language other than English, mathematics, science or social studies) in grades 7-12; OR four years of professional experience working with students in the areas of early childhood and parent education, guidance counseling, school social work, or attendance improvement/dropout prevention.

PREFERRED QUALIFICATIONS:

Special consideration will be given to applicants with an understanding of Adult Learning Theory and experience covering ONE OR MORE of the following:
• experience as a principal; AND/OR
• experience as an assistant principal; AND/OR
• experience as an instructional coach

PROMOTION: Current NYSED State employees must have one year of permanent service as an Assistant in Education Improvement Services.


COMPETITIVE MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Associate in Education Improvement Services.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer: Candidates must meet the eligibility requirements and have one year of permanent competitive or 55b/c service in any of the Professional Educator Titles (Grade 22, 26, or 28), as indicated here: http://www.nysed.gov/hr/section-701-transfer-determinations-between-professional-educator-titles-grade-22-26-and-28.

55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and the following minimum qualifications:

Master's degree AND either:

1. Four years of professional experience in an education agency or organization working with elementary, middle or secondary schools in the provision of technical assistance or in the development or implementation of educational programs or educational grants; OR

2. It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.

Additional Comments CONDITIONS OF EMPLOYMENT:

This will be a permanent, competitive appointment or a permanent, non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of master’s degree will be required at the time of interview for all candidates. Verification of master’s degree and/or transcripts and if applicable, valid New York State teaching certification in classroom teaching, administration and supervision, or school service will be required for all candidates at the time of interview. If applicable, candidates are required to possess valid permanent or professional New York State teaching certification in classroom teaching, administration and supervision, or school service at the time of hire. Continued employment is dependent upon maintaining valid New York State teaching certification in classroom teaching, administration and supervision, or school service and registering TEACH account every five years, including adhering to all relevant professional development and training requirements as specified by the Office of Teaching Initiatives. Failure to maintain a valid New York State teaching certification in classroom teaching, administration and supervision, or school service and registration of TEACH account every five years will result in removal from employment. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position will require 50% in-state/Statewide travel. Federal law may impose additional requirements or restrictions regarding positions that receive federal funding.

This position leads to a maximum salary of $125,001 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.

Based on this position’s location, in addition to the listed base salary, this position also receives a $4,000 Downstate Adjustment.
