Duties Description The Contract Management Specialist 1 will be responsible for a variety of procurement, contract, review, compliance and reporting tasks to support the Bureau of Contracts operations and the Department of Health’s Mission.
Assignments may include, but are not limited to based on area of hire:
•Performing Contract Processing functions which include reviewing documents for accuracy and consistency and sending for approval to multiple places when ready. This could be for services, commodities or grant contracts.
•Performing preliminary review of single/sole source requests.
•Providing a summaries and recommendations on procurement and contract transactions.
•Reviewing contract budgets and work plans for completeness and accuracy.
•Monitoring Bureau Mail Accounts and triaging questions to other unit staff, as appropriate.
•Reviewing Non-Profit Contractor Document Vaults for compliance with an established checklist of required documents.
•Reviewing Vendor documentation for responsibility and completeness.
•Working with community-based providers to obtain contract documents.
•Performing review of claims from grantees.
•Compiling and analyzing reports and contract information.
•Performing a variety of reviews (such as vendor responsibility, vouchering, MWBE and SDVOB compliance).
•Participating in outreach and training efforts, both internally and externally.
•Attending vendor/agency networking events.
•Performing Vendor reach out calls to obtain necessary information and documents for contract completion.
•Performing contract eligibility reviews to ensure the MWBE/SDVOB goals are reached on goal carrying contracts.
•Performing other appropriate related duties as assigned.
Minimum Qualifications Permanent Transfer Candidates:
Current NYS Department of Health employee with one year of permanent or contingent permanent, competitive, service as a Contract Management Specialist 1, SG18 OR a current NYS employee with one year of permanent or contingent permanent, competitive, service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the NYS Civil Service Law to Contract Management Specialist 1, SG18, Contract Management Specialist Trainee 1, NS, or Contract Management Specialist Trainee 2, NS.
The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
Non-Competitive Candidates via NY HELPS Program:
Contract Management Specialist Trainee 1: Four years of experience* managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.
Contract Management Specialist Trainee 2: Five years of experience* managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.
Contract Management Specialist 1: Six years of experience* managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.
*An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
Preferred Qualifications: The preferred candidate will have the following knowledge, experience and skillset:
Knowledge:
- NYS procurement guidelines, policy and procedure.
- NYS OGS, MWBE and SDVOB programs
- Division of Budget guidelines and State Finance Law.
Experience:
- Project Management
- Procurement, Account Payable and Budgeting
- Use of the Statewide Financial System (SFS).
Skillset:
- Proficiency in the use of Microsoft Teams, Word, Excel, Access, and PowerPoint.
- Ability to work well with a team and manage multiple competing priorities is required
- Strong written and verbal communication skills
Additional Comments This position is part of the NYS HELPS program. No examination is required.
This position may require travel throughout New York State including overnights to areas not served by public transportation.
