Duties Description Under the direction of a Financial Analyst II within the Office of Financial Services/Accounting/Accounts Receivable, the position will assist with annual and quarterly assessments and with various other accounting functions related to customer accounts and daily deposits. Specific duties include, but are not limited to:
• Review various assessment forms submitted to the NYS WCB for accuracy. These forms are for the Quarterly Unified Employer Assessment Surcharge and include GA-2, GA-3, and GA-4.
• Review the Annual GA 1.6 Base Factor Reports for accuracy and reasonableness. This form is required by every active and inactive self-insured entity that has open claims from their period of self-insurance with paid indemnity during the stated calendar year.
• Review the Annual GA-5 form. This form is submitted by private self-insured companies and is based on their GA 1.6 submission.
• Once the assessment forms are received, review the forms for accuracy and reasonableness and enter the data into the Statewide Financial System (SFS).
• Review and follow up on any outstanding forms and payments.
• Notify supervisor of any differences between the amount on the assessment forms and the payment amount submitted, and take additional steps as needed to correct those differences.
• Conduct Audits of Self-Insured Employers and Municipalities who file the GA-3 and GA-4 forms for the 151 Assessment based on payroll, to ensure amounts submitted match payroll that was submitted to the NYS Department of Labor.
• Perform daily deposits for Lockbox 5532 (assessments). These deposits are entered into SFS.
• Review and answer questions received into various general email boxes for the Finance Office, Assessments, and Billing email inbox.
• Perform accounting transactions in SFS that require a higher-level of financial analysis.
• Create additional items in SFS as needed.
• Assist supervisor and management with additional tasks and projects as needed

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making permanent non-competitive appointments and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS
This position may be filled at the Senior Accountant level or within the Accountant Traineeship appointment levels. Appointment title will be dependent upon qualifications of candidate selected. Candidate must have a bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses.

Accountant Trainee 1 (Hiring Rate $53,764) -A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses
Accountant Trainee 2 (Hiring Rate $59,994) - A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.
*A master's or higher degree in accounting, auditing, or taxation may substitute for one year of experience.
Senior Accountant (Hiring Rate $66,951) - A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.
*A master's degree in accounting, auditing, or taxation and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles or a currently valid Certified Public Accountant license and registration issued by New York State.

55 B/C QUALIFICATIONS:
Individuals certified eligible for the 55b/c program under the Governor’s Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law will also be considered. To be considered, you must meet the minimum qualifications and provide a copy of your letter of eligibility with your response.
COMPETITIVE MINIMUM QUALIFICATIONS:
CIVIL SERVICE LIST APPOINTMENT:
Candidates must be reachable on the appropriate Civil Service eligible list.
TRANSFER QUALIFICATIONS:
Candidates must have one year permanent or 55 b/c service in a title designated as appropriate for transfer in accordance with 70.1 or 70.4 of the Civil Service Law.

To be eligible for a 70.4 transfer, a candidate must have one year or permanent, competitive service in a position allocated to a grade 12 or higher, a bachelor’s degree or higher in accounting, auditing or taxation OR 24 credit hours in accounting, auditing or taxation and have standing on the most recent PCO exam. Depending on qualifications, candidates may be required to serve a 2-year traineeship that leads to the journey level, grade 18 position
