Duties Description The Business Analysis Office is responsible for agency-wide business analysis, including business process re-engineering and development and requirements elicitation in support of agency projects. This team is accountable for documenting business needs and validating requirements for legislative mandates, Transformation, and other operation support driven needs.


In?the Department of Motor Vehicles (DMV) Business Analysis Office, the Business Systems Analyst 1/TR, will be responsible for assisting in research analysis to identifying solutions, enhancements, and changes related to various?departmental?communications and business processes.

Duties include, but are not limited to:

•Review policy, procedure, and legislative documentation to define business requirements and document recommendations for regulation changes.?

•Document current business processes working with business unit staff.
?
•Design and develop new business processes working with business unit staff.?

•Lead business analysis activities to support system development efforts including the creation of functional Use Cases, process models and other business analysis artifacts as needed.
?
•Elicit and document requirements as part of the Request for Proposal (RFP) process.
?
•Create and maintain business requirements within a requirements traceability matrix (RTM).?

•Create and maintain business rules within a business rules engine.?

•Plan and facilitate meetings with internal and external stakeholders as necessary.?

•Map requirements to test cases within RTM to ensure end-to-end verification of agency needs.
?
•Develop test scripts/scenarios, execute testing, and analyze results.
?
•Coordinate with various stakeholders to execute Functional and User Acceptance Testing.
?
•Participate in definition meetings with the Driver and Registration Contractor.
?
•Demonstrate strong, professional, respectful communication skills, both verbally and in writing.

•Demonstrate strong critical thinking and decision-making skills.

Minimum Qualifications To be eligible for this position, you must meet one of the following conditions:

1. Eligible for appointment from the PCO or PATT Eligible Lists

2. In a Business Systems Analyst 1, G-18 or Business Systems Analyst Trainee 1 or 2, G-NS title eligible for reassignment

3. In a G-11 or higher title that meets criteria for 70.1 or 52.6 transfer

4. For NY HELPS appointment*:

For Business Systems Analyst 1, G-18: Six years of business analysis experience including: Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs; using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or; describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle; validating requirements throughout the product or system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals; or verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.

For Business Systems Analyst Trainee 2, G-NS (Equated to G-16): Five years of business analysis experience including: Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs; using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or; describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle; validating requirements throughout the product or system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals; or verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.

Substitution: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Advanced NY HELPS placement for this title may be possible with proof of professional experience relating to the title being posted and can be discussed at time of interview.

*This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means NO EXAMINATION IS REQUIRED, but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, WITHOUT HAVING TO TAKE A CIVIL SERVICE TEST. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
