Duties Description The Digital Transformation Office within the New York State Office of Information Technology Services seeks an Information Technology Specialist 4 to support the expansion of the State’s portfolio of digital products and web services. This mid-level position sits between junior practitioners and senior product managers, with responsibility for independently managing one or more products, contributing to product strategy, and coordinating with cross-functional teams.
Under the direction of the Information Technology Specialist 4, within the Digital Transformation Office, Digital Experience Bureau, WebNY Website Service Section the incumbent will help define product vision and roadmap, conduct user and market research, consult with stakeholders, lead elements of feature discovery and delivery, and monitor product performance. You will also support the refinement of product management practices and may provide informal guidance to junior staff. The ideal candidate has hands-on product experience, a strong understanding of user-centered design, and the ability to balance user needs with business goals.
Duties of this position include, but are not limited to, the following:
• Develop and maintain product vision and roadmap, balancing short-term needs with long-term goals.
• Conduct and synthesize user and market research with support from UX Research.
• Lead stakeholder consultations to understand business needs and ensure alignment with user requirements.
• Facilitate feature discovery, testing, and delivery in partnership with Experience Design and engineering teams.
• Work with Agile Product Owners to manage and prioritize backlog items; track performance, defects, risks, and opportunities.
• Establish and maintain product feedback loops to drive continuous improvement.
• Contribute to customer success efforts, including onboarding, guidance, and training for agency partners.
• Communicate product value and impact through storytelling, presentations, and documentation.
• Support development of product strategies and contribute to framing new product ideas for investment.
• Assist in implementing product management frameworks and operational processes across the team.
• Provide informal coaching to junior product managers or analysts as appropriate.
• Collaborate regularly with shared service teams, including Experience Design, Accessibility, and Platform Engineering.
• Establish and maintain metrics and reporting to evaluate product impact, accessibility, efficiency, and user satisfaction.
• Facilitate cross-team communication and knowledge-sharing.

Minimum Qualifications One year of permanent competitive services as an Information Technology Specialist 3 OR in a position at G-21 or higher deemed administrative under Section 52.6 of Civil Service Law OR in a title eligible for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.
