Duties Description Duties include, but are not limited to:
• Develop design scope of services for tank work orders and review consultant fee proposals.
• Review submissions from consultants to ensure compliance with OGS standards, requirements, and policies.
• Foster collaboration between Design team, Construction Team, Client, and Contractor to develop contract documents and reviews.
• Assess documents for accuracy, completeness, and adherence to industry regulations, codes, and standards.
• Prepare cost estimates.
• Develop work scopes and provide thorough review of contractor proposals.
• Monitor and review projects until they are completed to assure they are being designed and constructed within approved cost.
• Serve as contact person and liaison between the client agency and project participants by providing information, identifying and resolving problems, and obtaining approvals for funding, construction, and change orders.
• Guide Construction team on work order procedures relating to payments, contract administration, and change orders.
• Perform a full range of supervisory duties as required.
• Perform other duties as assigned.

Operational Needs:
• Travel may be required (approximately 20%).
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required or otherwise demonstrate the capacity to meet the transportation needs of the job.

The Office of the General Services (OGS) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OGS Design and Construction (D&C) will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OGS D&C employees may telecommute up to 4 days per pay period.

This position is graded and offers a salary range from the hiring rate to the job rate for its designated grade. All hires begin at “Start Rate” unless prior state experience affords eligibility for hiring step increase as determined by OSC.

Notes:
*There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.

At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.



Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:

Required experience: Seven years of experience** in multi-trade building construction projects, which must have included one year of managing multiple building construction projects, and experience managing multi-trade building construction projects shall include responsibility for three or more of the following areas:
• construction planning
• coordination of multiple trades
• cost estimating
• project scheduling
• material purchasing
• resource management (including labor, material, and equipment scheduling)
• construction document reading and interpretation (e.g., plans and specifications)

**Applicant degrees in related fields may substitute for experience as follows:
• Associate degree: two years of required experience.
• Bachelor’s degree: four years of required experience.
• Master’s degree: five years of required experience.
• Doctorate degree: six years of required experience.

OR

Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service as a Facilities Planner 2 and eligible for transfer under Section 70.1 of the Civil Service Law
