Duties Description Under the general direction of the Real Property Analyst 2 or a higher level manager, the Real Property Analyst 1 will perform the following essential functions:
• Develop, update, and conduct training for internal and external staff.
• Assist with the administration of local official qualifications, certification, and continuing education requirements.
• Assist in the planning and organization of bureau training efforts.
• Assist in the development of new educational programs for division staff, local officials, and the public.
• Administer training reimbursement program for local officials.
• Travel may be required up to 30% of the time, including overnights.
• Supervise, train, and mentor staff, as needed.
• Adhere to the time and attendance regulations of the department.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIUM QUALIFICATIONS:
Real Property Analyst Trainee 1:
Four years of experience in the collection, review, and reconciliation of assessment and real property data; and the appraisal and analysis of all types of real property.
An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
The hiring rate of Trainee 1: $53,764
Real Property Analyst Trainee 2:
Five years of experience in the collection, review, and reconciliation of assessment and real property data; and the appraisal and analysis of all types of real property.
An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
The hiring rate of Trainee 2: $59,994
Real Property Analyst 1 (journey level):
Six years of experience in the collection, review, and reconciliation of assessment and real property data; and the appraisal and analysis of all types of real property.
An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
The hiring rate of journey level SG 18: $66,951
Candidates appointed at the Trainee 1 level will need to successfully complete a two-year traineeship before advancing to the Real Property Analyst 1, SG-18 level.
Note: Advanced Placement in a traineeship is at the discretion of the hiring agency.

COMPETITIVE MINIMUM QUALIFICATIONS:
The selected candidate must be eligible for transfer under Civil Service Law or reachable on the appropriate eligible list for this title and location in accordance with the provisions of Civil Service Law, Rules, and Regulations.

This position may be filled as a two-year traineeship dependent on education and experience:
• Trainee 1 is equated to SG-14, $53,764
• Trainee 2 is equated to SG-16, $59,994
After successful completion of the two-year traineeship, SG- 18 starting salary is $66,951
A valid NYS Driver’s License is required.
PLEASE NOTE: Hours are based on business need and will be discussed during the interview. Newly hired employees will be eligible to telecommute after the specified training period.
