Duties Description The Office of Mental Health (OMH) is recruiting to fill a Mental Health Program Specialist 3 (Clinical), Grade 25, in the Division of Community Program Policy & Management, Adult Community Care Group. The Mental Health Program Specialist 3 (Clinical) will oversee the Adult Home Settlement Unit. The incumbent will continue to ensure Olmstead compliance requirements and the on-going monitoring needs of the Adult Home Settlement from a systems perspective, evaluating the complex mental health needs of patients impacting the transition into permanent housing in the community. The Mental Health Program Specialist 3 Clinical will ensure the effective implementation of Post-Settlement and Future State Adult Home Settlement activities to ensure all members have the opportunity to continue to live in the community with needed supports, and conduct post-settlement work and to design, implement, support and monitor housing policies, services, and initiatives.
Specific duties include, but are not limited to, the following:
• Develop policies and provide technical assistance to housing and community providers in providing needed and clinically appropriate wrap-around supports to ensure community tenure and support individuals in housing as they age.
• Maintain oversight of the OMH Adult Home Supported Housing programs.
• Oversee and manage the Wellness Monitoring Program, including but not limited to creating assignments, trending data, completing chart reviews, reviewing tools with providers, issuing Corrective Action Plans, etc.
• Provide ongoing monitoring in the community housing setting and ensure that the goals of the Adult Home Settlement are maintained.
• Provide oversight of contract staff who need ongoing technical assistance and support to meet their deliverables.
• Monitor, manage, and track Post-Transition Incident Reports and Cases of Concerns.
• Lead oversight of the clinical assessment process of the settlement agreement.
• Maintain oversight of the AHI Peer Bridger Program.
• Attends meetings, webinars and conferences convened with State and City partners.
• Interact in person, and by telephone, with staff from OMH facilities, other agencies, community providers, constituent groups, recipients, and families.
• Oversee transition efforts for remaining and future “Yes” class members.
• Oversee the subset of class members transitioned into OMH funded housing. This group of class members have moved out of DOH Adult Homes and into their own supported apartments or into OMH licensed housing.
• Review and produce reports on trends/findings seen in class members that transitioned to the community. Monitor program findings and make recommendations to the Unit Director. Monitor agency progress to make sure changes are implemented or improvements are made to address any deficiencies.
• Communicate weekly with OMH and DOH staff, other agencies, and providers to track progress made.
• Coordinate and gather necessary information to address any post transition inquiries or concerns. Draft responses and oversee follow up on inquiries.
• Identify and manage measures to support new SMI admissions to Transitional Adult Homes.
• Promote technology and evidence-based practices that will assist former adult home residents to remain in community settings permanently.
• Supervise subordinate staff.
• Facilitate state and settlement provider meetings and trainings.
• Assign and review work.
• Conduct performance evaluations.
• Serve on committees and special task forces as assigned.
Minimum Qualifications Non-Competitive Minimum Qualifications Under the NY HELPS Program:
A bachelor’s degree in a health or human services area and four years of professional clinical experience in a mental health program.
A master's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education can substitute for one year of specialized experience.
Transfer Opportunity:
Candidates must have permanent status as a Mental Health Program Specialist 3 (Clinical) and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or Section 52.6 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades or one M-grade of this position

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of NY HELPS, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
