Duties Description The Office of Mental Health (OMH) is seeking qualified candidates to fill a Mental Health Program Manager 1, M-4 position in the Division of Community Program Policy & Management, Adult Community Care Group. Under the general direction of the Associate Commissioner of the Adult Community Care Group, the incumbent will direct a multi-disciplinary team of professionals to design, implement, support, monitor, and spearhead Housing First policies, services, and initiatives within the five boroughs of New York City and New York State. Housing First is an evidence-based practice that prioritizes providing permanent housing without first requiring individuals to enter shelter or graduate through a series of programs or services and will also extend to supports needed to support residents as they age in OMH housing.

The incumbent will oversee the effective implementation and maintenance of post-transition Adult Home Initiative work to preserve the work of the settlement and support Class Members in the community, as well as ensure remaining active members can transition into the community. Under that initiative, the Department of Health (DOH) and the Office of Mental Health (OMH) implemented a settlement with the United States Department of Justice and private plaintiffs in the U.S. District Court, Eastern District of New York (Settlement). The Settlement requires the State to provide residents with serious mental illness living in certain adult homes in New York City (class members) with an opportunity to be assessed and to move to alternative community housing with support services if they wish to move and qualify. The incumbent will directly oversee State staff who will monitor provider teams, including housing contractors, care managers and peers, who will assist remaining class members transition into the community, preventing and resolving barriers to transition, and monitor post-transition settlement activities, including post-transition incidents.

The incumbent will also transition from providing the direct case work related to the Adult Home Settlement to developing policies and technical assistance to support housing and community providers, statewide, in proving needed wrap around supports to ensure community tenure and supporting individuals in housing as they age.

Specific duties include, but are not limited to, the following:
• Direct the implementation and monitoring of new and existing Housing First programs and initiatives for adults in the New York City and State. Programs and initiatives include linking residents in OMH licensed and funded housing to supportive community services, including Clinic/MHOTRS, Personalized Recovery Oriented Services, Assisted Out-Patient Treatment, Assertive Community Treatment, Adult Case Management, and Single Point of Access.
• Directs program planning, implementation, and evaluation, ensuring programs and providers are prepared to implement Housing First policies. Provides recommendations to Associate Commissioner, Adult community Care Group concerning program development, improvement, viability, and potential impacts to access as it pertains to service delivery for adults.
• Participates in executive-level management planning, policy and decision making regarding new programs/services, and changes to existing programs/services that support individuals in OMH housing. Develops and implements policy recommendations based on operational needs.
• Formulate and recommend policies and procedures to the Associate Commissioner of the Adult Community Care Group, and OMH Executive level staff regarding Housing, Case Management, Assertive Community Treatment, Aging in Place, and local system of care implementation.
• Work in partnership with other agencies such as the Department of Health, the Office of Alcoholism and Substance Abuse, the Office for People with Developmental Disabilities, the Department of Corrections and Community Supervision and the NYC Department of Health and Mental Hygiene in implementing better communication and strategies to meet the needs of the many constituencies affected by multiple service systems.
• Manage all Housing First initiatives including the Request for Proposal (RFP) process, design development, bid award and progress of construction as they relate to OMH Housing First initiatives.
• Represent OMH at meetings and on task forces with external agencies, mental health advocacy groups and trade organizations.
• Communicate OMH policy and initiatives to local government, clinical providers, hospitals, and provider Coalitions related to adult services.
• Manage and supervise Deputy Directors, provide guidance, and resolve problems; establish work schedules and prioritize assignments as needed.
• Oversee and supervise State staff who oversee adult home settlement provider teams in assigned geographic regions which include housing contractors, care managers and peers to facilitate transitions, monitor the progress and identify and resolve barriers to transition, support post-transition activities.
• Ongoing monitoring and evaluation of settlement transition progress against the established benchmarks.
• Directs and oversee the synthesizing, analyzing and documenting data and information related to the residents served under the Settlement, with a particular emphasis on developing nuanced and qualitative descriptions of residents' decisions with respect to transitioning to the community by:
o Reviewing class member health and behavioral health records including protected health information.
o Reviewing the analysis of information about resident preferences, choices and experiences to identify trends and patterns.
o Review the case summaries, reports and presentations related to resident histories and experiences.
• Provide guidance and direction to the Deputy Directors to ensure initiative transitions to the community setting are implemented in a safe manner.
• Evaluate post transition issues needing resolution.
• Communicate weekly with OMH and DOH staff and settlement providers to track progress made.
• Report back on additional analysis required as the result of post-settlement court stipulations and recommend action.
• Reviews, edits, and finalizes documents and materials, including monthly and quarterly reports that demonstrate achieving improvements on process and transition metrics, housing placement progress over time.
• Develops and implements the process changes to improve the experience of residents served under the Settlement and documents compliance with Settlement requirements.

Minimum Qualifications A bachelor’s degree in a human services field, hospital, healthcare, public, or business administration, or related field; and seven years of clinical, administrative, and/or supervisory experience in a mental health, public health, healthcare, and/or managed care setting, two years of which must have included managerial experience in at least one of the following areas:
• Policy development for a statewide mental health, public health, health care, and/or managed care program.
• Quality control, quality assurance, or quality improvement in a mental health, public health, health care, and/or managed care program.
• Program planning, design, implementation, or evaluation in a mental health, public health, health care, and/or managed care program.
• As a county director of mental health.

A master’s degree in a human services field; hospital, healthcare, public or business administration; or a related field may be substituted for two years of the general and one year of the specialized experience.
