Duties Description • Serve as the technical lead for the agency's Drupal environment. Perform site maintenance, security updates, and configuration management to ensure stability and performance.
• Manage the content management system (Drupal), maintaining the website's structure, navigation, and taxonomy to ensure optimal user experience.
• Manage the digital intake queue: Act as the product owner for the website, prioritizing requests from various departments against the agency’s strategic goals.
• Oversee the content backlog, coordinating work in short agile cycles (sprints) and partnering with developers, stakeholders, and QA teams to ensure on-time delivery.
• Develop and enforce content governance workflows to ensure consistency across all digital platforms.
• Develop and implement content strategies, guidelines, and workflows that ensure consistent and effective content creation, management, and delivery across all digital platforms.
• Monitor website analytics and user engagement metrics through Drupal and Google Analytics to optimize content performance. Based on data insights, implement changes to improve website traffic and user experience.
• Ensure strict compliance with web accessibility standards (WCAG 2.1 AA). Conduct routine accessibility audits and immediately remediate issues to ensure equal access for all users.
• Perform rigorous Quality Assurance (QA) and testing on all content and code before deployment. Maintain a "zero-defect" standard for grammar, style, and functionality.
• Oversee the agency's Intranet on a SharePoint platform. Manage and update content to ensure it is timely and relevant. Develop and maintain sections with employee news, activities, and events, ensuring content is accurate and informative.
• Manage other digital platforms, including creating video content and managing live-streaming through YouTube, Webex, and social channels for various events.
• Make recommendations for website improvements and strategies to draw more traffic. Provide suggestions for enhancements to other digital platforms as needed.
• Stay informed about industry trends, emerging technologies, and best practices in web content and digital marketing to ensure HESC remains at the forefront of digital strategy.
• Support broader digital communications, including creating email marketing templates (newsletters/promotions) and managing multimedia content for social channels and live-streamed events.
• Perform other duties as assigned.

Minimum Qualifications Preferred Qualifications

• 3+ years of experience in Drupal web development and administration, including module management, theming, and site maintenance. Familiarity with web code languages.
• Experience working in an Agile/Scrum environment, specifically managing intake queues, prioritizing content backlogs, and leading sprint cycles.
• Understanding of WCAG 2.1 AA, Section 508, and NYS accessibility standards, with experience using tools (e.g., SiteImprove, WAVE) for testing and remediation.
• Ability to manage multiple complex priorities simultaneously under tight deadlines.
• Impeccable attention to detail with strong proofreading, editing, and debugging skills.
• Experience with SharePoint, preferably regarding Intranet development and maintenance.
• Experience using analytics (Google Analytics/GA4) to monitor performance and drive data-backed content decisions.
• Bachelor’s degree in information technology, Computer Science, Web Development, or Multimedia Design.


Minimum QUALIFICATIONS:

Non-Competitive: Six years of experience in public relations, social media, and digital communications. Associate’s, bachelor’s, or master’s degree in communications, English, Public Relations, social media, Digital Communications, or similar degree substitutes for two, four, or five years
