Duties Description Acting as a business partner to our Department’s programs, the Human Resources Specialist 1 will provide a full spectrum of personnel management in collaboration designated program areas, including administration of staffing and recruitment, position classification, examination planning, and management of employee probation and leaves of absence; provide technical assistance to programs in the administration and interpretation of Civil Service Law, Rule and policy, as well as agency specific policies and procedures; research and analyze appropriate documentation for a broad range of HR topics, including the potential implications; identify business process improvement opportunities, evaluate alternate strategies or solutions, and develop recommendations and rationale; represent DOH at job fairs and recruitment events across the state.
Minimum Qualifications NY HELPS Non-competitive Minimum Qualifications:
• Human Resources Specialist Trainee 1: Candidates must have four years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.
• Human Resources Specialist Trainee 2: Candidates must have five years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.
• Human Resources Specialist 1: Candidates must have six years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.
*Substitution: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
Transfer: Current NYS employee with one (1) year or more of permanent or contingent-permanent, competitive service in a title at or above SG-16 and eligible for transfer to Human Resources Specialist 1 (SG-18) under Sections 70.1 or 52.6 of the NYS Civil Service Law OR a current NYS employee with one (1) year or more of permanent or contingent-permanent, competitive service in a title at or above SG-11 and eligible for transfer to Human Resources Specialist Trainee 1 or Trainee 2 under Sections 70.1 or 52.6 of the NYS Civil Service Law.
Preferred Qualifications: Strong service-oriented focus and collaboration skills; strong written, interpersonal, and communication skills; ability to work in a fast-paced environment with changing priorities and deadlines; ability to work successfully as part of a team and independently; strong attention to detail; strong computer skills, including experience with Microsoft Excel, Word, SharePoint and Outlook.
Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position.
