Duties Description Reporting to the Training Specialist 2 within the Office of Emergency Management (OEM), the Training Specialist 1 will assist with the execution of training programs and courses delivered to localities, counties, and New York State agency partners. The incumbent will analyze current trainings and update as needed and develop new initiatives based on the needs of New York State.

Duties include, but are not limited to the following:

• Develop and present training courses in emergency management training programs.

• Inform state, county and local emergency management partners of available training and educational opportunities.

• Assist with scheduling training.

• Work across OEM sections and partners, in developing emergency management training programs that will optimize disaster preparedness.

• Provides fiscal and administrative oversight for training-related contracts by assisting with contract development, including solicitation and administration of requests for proposals.

• Provides technical assistance in developing and updating training policies, and updates training manuals using appropriate resources and with assistance and review by supervisors.

• Maintains web-based learning management system within an agency to record completion and analyze training needs.

• Obtain program-specific, NIMS, and emergency management training to enhance existing skills.

• Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required.

Minimum Qualifications NY HELPS

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).***

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position.
This title includes a traineeship opportunity and applicants will be appointed to the appropriate level** based on their experience and education.

**Training Specialist 1 level requirements:
•Training Specialist Trainee 1 (equated to SG-14): Four years (4) of experience developing and presenting training programs to improve the on-the-job knowledge, skills, and abilities of employees to enable them to carry out the mission.

•Training Specialist Trainee 2 (equated to SG-16): Five years (5) of experience developing and presenting training programs to improve the on-the-job knowledge, skills, and abilities of employees to enable them to carry out the mission.

•Training Specialist 1, SG-18: Six years (6) of experience developing and presenting training programs to improve the on-the-job knowledge, skills, and abilities of employees to enable them to carry out the mission.

Substitution: An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Dependent upon qualifications, if appointed as a trainee, successful completion of a one-year or two-year traineeship leads to appointment as a Training Specialist 1, SG-18.

REASSIGNMENT/TRANSFER

Current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as a Training Specialist 1 and are interested in reassignment; OR Current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service in a position allocated to a Grade 11 and eligible for transfer under Section 70.1 or 52.6 as appropriate of the Civil Service Law.

70.4 Transfer: Candidates must have one year or more of qualifying permanent service at the Grade 11 or above AND possession of a bachelor’s degree; AND standing on the Professional Careers Opportunities (PCO) or Public Administration Traineeship Transition (PATT) eligible lists.

NOTE: Employees on the Civil Service eligible list will be considered and should not respond to this posting. If you are on the eligible list and not reachable, you may be eligible for transfer. Subsequent 55b/c Qualifications:
A subsequent 55b/c appointment may be considered if you have one year of permanent, contingent-permanent, or 55B/C service in an eligible position allocated to Grade 11. To be considered, you must provide a copy of your letter of eligibility with your response.

***This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
