Duties Description The New York State Office of Information Technology Services (ITS) is seeking a Design System Engineer to join the team responsible for the NYS Design System. This role is critical in the design and development of the statewide design system, offering a hands-on opportunity to contribute, from component development, prototyping, and accessibility testing to deployment and ongoing maintenance.
Under the direction of the Manager of Information Technology Services 1, Director of Design Systems within the Office of Digital Transformation, Digital Experience Bureau, Human-Centered Design Section, this Information Technology Specialist 2 Programming position will collaborate with project teams on design system efforts in user experience (UX) and user interface (UI) design for the NYS Design System within the Office of Information Technology Services (ITS).
Specific duties for this position include, but are not limited to, the following:
Develop and maintain accessible Web Components using HTML, CSS, JavaScript, and Lit, working on a monorepo with npm workspaces.
Design and implement reusable object-oriented UI components.
Synthesize user interface design patterns from various projects for broad reuse.
Build accessibility into every step of the component lifecycle, including semantic markup, ARIA attributes, keyboard support, and automated testing.
Manage design tokens and shared component libraries to standardize development.
Use design tools such as Figma for UI/UX design tasks.
Debug and refine Typescript for optimal performance of design system components.
Package, version, and publish reusable components using npm and GitHub workflows.
Use Storybook to develop, document, and visually test components.
Work closely with UX designers to ensure code parity with Figma libraries.
Ensure components are responsive, flexible, and usable across multiple NYS web platforms and frameworks.
Assist in training and supporting ITS project teams (primarily engineers and user interface developers), to enhance their capabilities in using and contributing to the design system.
Minimum Qualifications Open Competitive: A bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science.
OR
A bachelor's or higher-level degree in any field and one year of experience in information technology;
OR
60 semester credit hours including or supplemented by 15 semester credit hours in computer science and one year of professional experience in information technology.
OR
Two years of professional experience in information technology.
Promotion: Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 1, Salary Grade (SG) 14.
Transfer: Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 2 or Information Technology Specialist 2 Programming, G-18; OR in a title G-16 or above deemed administrative under Section 52.6 of the Civil Service Law.
55b/c Appointment: This position is eligible for 55b/c designation and candidates are encouraged to apply.
Please note:
• Appointment to this position and continued employment with the agency is contingent upon obtaining and/or maintaining New York State residency within six months of hiring.
• Appointment to this position is not final until all agency approvals have been granted.
Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or for permanent residence.
Some positions may require fingerprinting.
Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.
If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
