Duties Description The incumbent of this position will report to the Cyber Incident Response Team Unit within the Office of Counter Terrorism.

Duties include but are not limited to the following:

• Manage and document the Intergovernmental Agreement (IGA) governance process and workflows of the Cyber Shared Services Program.

• Coordinate the activities of external vendors, partner agencies, and eligible local governments to deliver program services.

• Prepare public-facing and internal briefings, reports, presentations, standards, bulletins, advisories, and other written materials as needed.

• Conduct regular program status meetings including the preparation of agendas and status reports. Track any action items to completion.

• Maintain and continuously develop a detailed journal of customer participation decisions and interactions as well as program tracking and contact spreadsheets.

• Conduct analysis and generate reports on cybersecurity statewide shared service offerings.

• Participate and help prepare all logistics in cyber security and statewide shared service-related meetings, work groups, training, and Cybersecurity Capability Workshops. This includes attending and helping CIRT Management and other program staff in the organization, coordination, and facilitation of virtual and in-person events.

• Learn the basics of the cybersecurity tools offered by the program to assist clients in understanding them and the ways they may utilize them to improve their cybersecurity posture.

• Escalate issues experienced by program stakeholders to CIRT Leadership as appropriate.

• Approximately 5% travel is required. Possession and maintenance of a valid Driver’s License issued by the Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the position.

Minimum Qualifications NON-COMPETITIVE

Six years of experience in intelligence analysis, homeland security, counter terrorism, emergency preparedness analysis and assessment, or investigations.

Substitution: An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Additional Comments We are looking for an organized program analyst to join our team. They will carry out administrative tasks, provide support to leadership of multiple teams, ensure the operation of the New York State Cyber Shared Services Program and logistics support for Cyber Capability Workshops. The ideal candidate will be a self-starter who is comfortable working independently and is able to handle multiple tasks and assignments simultaneously and has great attention to detail.

NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
