Duties Description The New York State Office of Information Technology Services (ITS) provides operational support 24 hours a day, 7 days a week, 365 days of the year, supporting more than 4,900 applications for 53 New York State Agencies.

Under the direction of the Property Manager 3, the incumbent will manage and assist in multiple projects and tasks related to the development of the ITS property portfolio. The Project Manager 2 will collaborate with multiple teams to ensure effective and efficient communications, planning, budgeting and reporting. Strong customer service, communication, and organizational skills are a must. Duties include:
• Develop and maintain project portfolios supporting the ITS property program, including conducting needs assessments; defining project scope and objectives; planning and organizing project activities; scheduling and facilitating meetings; monitoring tasks and deliverables; and guiding projects from initiation through completion.
• Provide operational and administrative project support by coordinating with internal partners, vendors, and service providers; participating in project meetings; tracking project progress; and ensuring project activities are properly documented, communicated, and aligned with established timelines and requirements.
• Serve as a liaison to managerial staff and program leadership in support of priority initiatives by gathering and analyzing information, preparing project status reports and briefings, identifying risks and issues, and assisting in the development and execution of project plans.
• Assist with project budgeting and resource planning activities, including tracking expenditures, schedules, and deliverables; and ensuring projects are managed in accordance with program goals, policies, and operational constraints.
• Support stakeholder engagement and customer service functions by responding to inquiries, facilitating communication among project participants, and promoting collaborative problem-solving across cross-functional teams.
• Perform other related duties as assigned to meet operational needs and support project, administrative, and portfolio management functions.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

Minimum Qualifications:

A bachelor's degree and three years of professional experience in project management which must include planning and at least three other of the management process groups: origination (including governance/work intake, portfolio management, capacity/demand planning); initiating; executing; controlling; and, closing. This experience must include the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans; or current certification from the Project Management Institute as a Certified Associate in Project Management (CAPM); or current certification from the Project Management Institute as a Project Management Professional (PMP).

A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Non-Competitive Promotion (NCP):
If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a non-competitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must be in the departmental promotion field and have one year or more in a permanent or contingent-permanent competitive, or 55b/c service in a Project Manager 1.
Note: If you are on the examination eligible list for the position title in this location, you do not need to respond to this posting unless you are also eligible for appointment by one of the qualifications listed above.

Open to NYS employees with one year of permanent competitive service as Project Manager 2, SG23, (previously known as Project Manager 1, SG23) OR in a position at the SG21 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.

Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or for permanent residence.

Some positions may require fingerprinting.

Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.

For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
