Duties Description Under the direction of the Director of Operations within the New York State Commission of Correction (SCOC) (Commission), the Project Coordinator, NS, oversees SCOC’s responsibilities relating to the Borough-Based Jail (BBJ) Project intended to close Rikers Island and construct four new correctional facilities within the New York City boroughs of Bronx, Brooklyn, Manhattan, and Queens. The BBJ project is the first of its kind in New York State corrections to utilize the Design/Build concept. Design/Build is a process whereby one team is contracted to provide design and construction services. While this method is more efficient in meeting project deadlines, it is very complicated and relies on multiple reviews and approvals by SCOC through the various stages of the project. Specific duties of the Project Coordinator include, but are not limited to:
• Create detailed project plans and establish milestones within project schedules to ensure consistency;
• Implement system specifications and communicate changes to stakeholders and staff;
• Monitor system changes and develop recommendations for management review;
• Oversee development of technical architecture;
• Facilitate meetings with vendors, staff, management, and stakeholders;
• Ensure progress, timeliness, and quality of all assignments;
• Analyze, test, and document project changes;
• Draft policies and procedures and ensure adherence to applicable laws;
• Represent project and related program areas at internal and external meetings;
• Conduct presentations, focus groups, and other activities for stakeholders, agency management, and staff;
• Represent the Commission during the development of project teams and deadlines for anticipated projects;
• Develop and conduct trainings and workshops for Commission staff on expected newly established protocols;
• Coordinate and conduct pre-award conceptual reviews and schematic design reviews of proposed projects as submitted;
• Participate in and serve as the Commission’s lead on transitional meetings with stakeholders, agency management and staff;
• Develop and distribute relevant project resource materials to stakeholders, agency management and staff, and
• Perform the full range of supervisory responsibilities including the supervision of a Correctional Facility Specialist 3 and Program Research Specialist 2 (Criminal Justice), who will be assigned to the project.
Minimum Qualifications A bachelor’s degree and five (5) years of progressively responsible experience in correctional facility planning and design, correctional facility transition, and establishing staffing analyses for correctional facilities with at least two years of experience at a supervisory level. Qualifying experience must include an understanding of Bluebeam Review software, familiarity with the Design-Build process, knowledge of NYS minimum standards for jails, and familiarity with correction operations transition from an existing facility to a new facility.
