Duties Description The New York State Office of Information Technology Services (ITS) provides operational support 24 hours a day, 7 days a week, 365 days of the year, supporting more than 4,900 applications for 53 New York State Agencies.

Under the direction of the Manager Information Technology Services 2, SG-29 within the Enterprise Network Services bureau and Support and Operations section of Chief Technology Office, the Manager Information Technology Services 1 (Data Communications), SG-27 will be responsible for all client data communications activities, planning, directing, and coordinating data communications activities including network design, analysis, capacity planning, installation, monitoring and maintenance.

Specific duties include, but are not limited to, the following:
• Plan, direct, and coordinate data communications activities including network design, analysis, capacity planning, installation, monitoring and maintenance.
• Confer with higher level managers, subordinates and users to develop long-term work objectives, taking into consideration technical, fiscal and staffing resources.
• Develop and maintain detailed technical plans for major areas of responsibility.
• Define purpose, scope and objectives of short-term and long-range projects.
• Work with counterparts to ensure compatibility of all initiatives and acquisitions within and among specialties.
• Assign work to subordinate supervisors. Monitor project progress, review major staff initiatives and products, and make recommendations as appropriate.
• Direct meetings attended by project team(s), agency management, users and staff to discuss specific projects.
• Develop alternative solutions to problems and consult with other staff and users to evaluate the effectiveness of proposed solutions.
• Develop procedures, standards and internal controls for the conduct of work. Monitor compliance and take appropriate action as needed.
• Write progress reports for agency management that describe project status including the technical, fiscal, and staffing issues associated with project completion.
• Liaison with vendors. Monitor vendor compliance with contracts for services. Resolve problems as needed.
• Make recommendations on hardware and software acquisitions.
• Prepare the budget for the specialty area or provide information needed for its preparation.
• Develop or participates in the development, interpretation, review and communication of policies, procedures and standards.
• Analyze the impact of proposed policy and legislation as they pertain to information systems
• Develop or participate in the development of training guidelines for technical staff.
• Keep abreast of new technologies and innovations for use in planning and staff development activities.
• As needed, assist management with overall management of division activities.
• Perform the full range of supervisory duties.

Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 4; Information Technology Specialist 4 (Operations); Information Technology Specialist 4 (Systems Programming); Information Technology Specialist 4 (Data Communications); Information Technology Specialist 4 (Database); Information Technology Specialist 3; Information Technology Specialist 3; Information Technology Specialist 3 (Programming); Information Technology Specialist 3 (Systems Programming); Information Technology Specialist 3 (Data Communications); Information Technology Specialist 3 (Database); or Chief Computer Operator OR in a position at the SG25 or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades or one M-grade.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
