Duties Description The New York State Office of Information Technology Services (ITS) provides operational support 24 hours a day, 7 days a week, 365 days of the year, supporting more than 4,900 applications for 53 New York State Agencies.
The Information Technology Specialist 4 (Database), SG-25 will report to the Manager Information Technology Services 1, SG-27 within Chief Technology Office, Shared Platform Services, Enterprise Database Services.
Duties of this position include but are not limited to:
• Designs or assists in design and maintenance of databases;
• Installs and maintains database software products and specialized data access programs;
• Monitors the operation and performance of the database software, taking whatever corrective action is necessary to obtain the most effective use of it;
• Participates in the analysis of database needs and in the selection and acquisition of database software related products;
• Defines or participates in the definition of database security related standards;
• Acts as lead specialist responsible for the design, implementation and management of an agency's databases or for major portions of them;
• Provides expert database design assistance for complex applications;
• Conducts design reviews and addresses deficiencies;
• Writes and tests database utility programs required for database maintenance, recovery and performance management;
• Identifies and resolves complex problems related to database use, maintenance and management;
• Acts as lead programmer analyst responsible for the installation and maintenance of database software;
• Analyzes new and updated software releases from vendors to determine their effects upon the existing software environment;
• Installs, customizes and maintains complex database software components;
• Acts as primary vendor liaison for the diagnosis and resolution of complex database-related software problems; and
• Maintains a high level of expertise in conventional and specialized database areas and provides related training to application programmer analysts, operations personnel and Information Technology Specialists 3 (Database).
• Perform the full range of supervisory responsibilities.
Minimum Qualifications One year of permanent competitive services as an Information Technology Specialist 3 (Database), SG-23 OR in a position at SG-23 or higher deemed administrative under Section 52.6 of Civil Service Law OR in a title eligible for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.

Candidates must be reachable on the current eligible list for this title in order to be list appointed.
Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
