Duties Description Under the administrative direction of Director of Construction for the Design and Construction Group, the incumbent will serve as the Downstate Assistant Director of Construction. The incumbent is responsible for the overall management and administrative direction of the downstate portfolio, in the Division of Construction. Covered counties include: Suffolk, Nassau, Queens, Kings, Richmond, New York, Bronx, Rockland, Westchester, Orange, Putman, Dutchess, Ulster, and Sullivan.

The Division is responsible for the execution of construction projects to provide new or rehabilitated facilities for Client State Agencies. The Division is also responsible for emergency project response and bidding.

The incumbent will be expected to exhibit a high degree of passion, integrity, hard work and professionalism in interacting with and leading members of the Division of Construction, and all others internal and external to Design & Construction. The role requires a high degree of responsibility, autonomy, independent judgement, discretionary authority, and confidential decision-making with expertise in the design and construction project lifecycle and management of public construction.

Experience in public sector construction management, project delivery methods, and construction oversight is essential to the incumbent preforming these duties successfully.

Construction Program Management
• Manage the downstate construction program and reconstruction efforts for significant New York State structures and facilities, from initial development through construction completion and closeout.
• Provide overall instruction/guidance to staff across the Regions that this position oversees, consulting architects/engineers, construction managers, and others as required.
• Ensure enforcement of awarded contracts (construction and construction management).
• Exercise a broad degree of independence and apply authoritative judgment on behalf of the Director in developing and maintaining relationships with various stakeholders within State government and private industry.
• Maintain strong relationships with clients, and all divisions within OGS as well as building relationships across diverse stakeholders.
• Resolve complex construction or contractual issues with an understanding of the different customer-agency program requirements and project needs.
• Provide direct and frequent advice to Regional Supervisors and the Director on matters concerning the design of projects and the stewardship of state facilities.
• Communicate effectively, identify and mitigate risks and assure that decisions are made timely to keep projects on schedule and within budget.
• Oversee and ensure the effectiveness of the Emergency contracting process in Regions 1-3.
• Active involvement in the selection and management of construction management firms.

Technical Oversight
• Regularly visit field offices and project sites to verify proper OGS procedures are being followed, the General Conditions are being enforced, and assure adherence to construction schedules, plans, drawings, specifications, and NYS construction codes, rules, and regulations.
• Development and execution of alternate project delivery strategies, such as design-build and CMAC.
• Active involvement in Pre-Default Meetings and Show Cause Meetings
o Participate in claim review for claims on contracts in Regions 1-3.
• Active involvement in tracking and facilitating the execution of high priority and problem projects in Regions 1-3, providing contractual and technical direction and recommendations to mitigate.
•Advise staff on pre-award meetings, liquidated damage assessments, emergency contract architectural/engineering evaluations and bids.

Administrative Management Duties:
•Recommend and implement improvements in existing programs within the Division, establishing construction policies, procedures, and best practices governing construction operations; to include code administration, construction contracting, design, professional services, project controls, project financial administration, and safety.
• Participate in strategic planning, long-range planning and master planning for the Division of Construction.
• Advise Director of current staffing levels, upcoming workload levels, and upcoming staffing needs to support workload in Regions 1-3.
• Provide direct supervision to Regional Supervisors; including work assignment, workload management, and performance management.


Extensive travel throughout the counties covered by Regions 1-3 is required. Covered counties include: Suffolk, Nassau, Queens, Kings, Richmond, New York, Bronx, Rockland, Westchester, Orange, Putman, Dutchess, Ulster, and Sullivan.


The Office of the General Services (OGS) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OGS Design and Construction (D&C) will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OGS D&C employees may telecommute up to 4 days per pay period.

Minimum Qualifications Bachelor’s degree and eight years of relevant experience*

*Substitutions: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.
