Duties Description Under the direction of the Senior Budgeting Analyst, SG-18, at the Bear Mountain Regional Business Office, the selected candidate’s duties will include, but not be limited to:
• Reconciles P-card charges in the Statewide Financial System (SFS) for business office and regional employees. Runs monthly statements for the region and distributes to associated parks.
• Receives, sorts, and distributes incoming mail for the region. Processes and delivers outgoing mail to the post office.
• Enters all utility invoices (water, sewer, and electric) in SFS for payment, including direct pays, credit card payments, and BSC submissions.
• Submits confirming requisitions for gasoline and other contract invoices as necessary.
• Monitors and enters energy usage data in utility tracking system.
• Tracks and distributes financial stationery to region, as needed.
• Purchases and maintains office supply inventory for the administration building.
• Reviews, analyzes, and comprehends written materials.
• Communicates effectively with other staff and park patrons in a responsible and courteous manner.
• Adheres to the agency’s Code of Conduct Policy and ensure compliance with all guidelines, policies, and procedures in the performance of daily tasks.

NY HELPS OR 55-b/c QUALIFICATIONS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

One year of clerical experience*.

*If verifiable, we will accept and prorate appropriate part-time and volunteer experience.

FOR PERMANENT APPOINTMENT VIA ELIGIBLE LIST APPOINTMENT:
Candidates must be reachable on the current Civil Service eligible list.

SUBSEQUENT 55 B/C QUALIFICATIONS:
A subsequent 55-b/c appointment may be considered if you have at least one year of permanent or contingent-permanent qualifying service and have a current Civil Service 55-b/c letter of eligibility.

REASSIGNMENT QUALIFICATIONS:
Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as an Office Assistant 2; if you have less than one year, you must be reachable on the current Office Assistant 2 eligible list for this location, if one exists.

52.7 NON-COMPETITIVE PROMOTION (NCP) QUALIFICATIONS:
It is the intention of the Office of Parks, Recreation and Historic Preservation (OPRHP) to fill a contingent-permanent competitive position of Office Assistant 2 located in the Palisades Regional Business Office in Bear Mountain, NY located at 3006 Seven Lakes Drive, Bear Mountain, NY 10911.

The promotion minimum qualification for appointment are: One year of permanent competitive, non-competitive NY HELPS*, or 55b/c service as an Office Assistant 1, SG-6. The established promotion field is limited to those serving in the direct line title only.

As required by the New York State Department of Civil Service, we are posting for this position to determine if there are any qualified OPRHP employees interested in a permanent appointment to the position. If there are three or fewer qualified candidates interested in the position who meet the promotion minimum qualifications, a permanent appointment can be made via non-competitive promotion (NCP), pursuant to Section 52.7 of New York State Civil Service Law.

Please Note: In order to be considered for appointment via non-competitive promotion, candidates serving in the established promotion field must not have failed the last two holdings of the Office Assistant 2 promotion exam.

Non-competitive refers to not competing in an examination; the appointment will be competitive.

PROVISIONAL QUALIFICATIONS:
In the absence of an eligible list(s) with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be meet the following minimum qualifications:

One year of clerical experience*.

*If verifiable, we will accept and prorate appropriate part-time and volunteer experience.

The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.

70.1 TRANSFER QUALIFICATIONS:
At least one year of permanent or contingent permanent in a qualifying title. The service must be in a title that Civil Service has deemed transfer eligible to the position.

Note: The transfer cannot be a second consecutive transfer resulting in an advancement o more than two salary grades.

*NY HELPS PROGRAM:
For the duration of the NY HELPS Program, this title maybe filled via a permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024, and June 11, 2025. Notification to employees regarding a change in their status is forthcoming. You may wish to apply if you received a permanent NY HELPS appointment to a qualifying title within these timeframes and are interested in this opportunity. Your eligibility for promotion will be reviewed by Human Resources. Employees with a permanent NY HELPS appointment occurring effective 6/12/2025 or later will be addressed with a subsequent cover-in.

Additional Comments OPERATIONAL NEEDS:
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
• Proficiency in Microsoft Outlook, Word, and Excel is preferred but not required.
• Experience with SFS (Statewide Financial System) is preferred but not required.

Location Pay:
The hiring rate will be the sum of the statutory hiring rate for CSEA Grade 9 ($42,641) and the Downstate Adjustment ($4,000). The job rate will be the sum of the statutory job rate ($52,413) and the Downstate Adjustment ($4,000).

ADDITIONAL INFORMATION:
The CSEA contracts allow for salary protection for seasonal / hourly employees who are appointed to permanent graded positions with lower hiring rates under certain circumstances. We encourage OPRHP seasonal / hourly applicants to check in with your Regional Business Office Administrator to inquire about the potential impact on your salary. As a permanent graded employee, you will be eligible for regular salary / performance advances (i.e. salary increases).
