Duties Description The Processing and Shared Services Bureau consists of the following units:
• Document Imaging
• Liability Correspondence
• Return Data Management (RDM)
• Returns Processing Center (RPC)
• Returns Processing Center Support (RPCS)
Under the guidance of a Grade 25 or Grade 27, the incumbent will provide administrative and technical assistance for a unit whose function is to perform high speed document processing, remittance depositing, data entry, electronic form insertion, exception work, system support, and system testing for multiple taxes. Activities may include but are not limited to the following:
• Gather business requirements and develop business requirement documents and other appropriate artifacts for new processes
• Document the as-is and to-be processes related to a complex system or function
• Monitor the systems daily to ensure they are fully operational
• Act as a liaison between program areas, external software developers, and Information Technology Services Staff
• Coordinate, track, and conduct continuous follow up on project tasks including those associated with annual cycle, enhancements and change controls
• Manage the movement of code to multiple environments and coordinate migration tasks with the software developer, program areas, and Information Technology Services Staff
• Communicate regularly and manage ad hoc requests with the program areas, Information Technology Services, and the software developer to ensure all issues are addressed timely and operations are running efficiently
• Analyze complex situations related to system defects and provide appropriate, logical solutions
• Assign and monitor the day-to-day tasks of subordinate staff
• Identify training gaps with staff and assist in the planning, development, and execution of training
• Review and provide guidance to staff on complex issues associated with unit tasks
• Analyze root cause, propose changes, and prioritize goals to identify and implement improvement opportunities
• Manage and perform testing of system changes that impact data or reports including the development of all the test cases and conditions, the testing execution of them, and the creation of defects when necessary
• Create or update documentation such as system requirements, training plans, system changes, or operational impact documents
• Assist unit staff, Information Technology Services, external software developers, and program areas to resolve network, server, security, database, system access, hardware, desktop software, virtual PCs, and similar type issues
• Manage and facilitate user access requests related to the paper returns processing systems
• Serve as the unit’s help desk coordinator which requires communication with various areas of the department as well as management of software testing to determine impact of IT changes
• Manage inventory of staff equipment as well as technology components used by the paper returns processing systems
• Make recommendations on the development and implementation of system changes.
• Travel may occasionally be required for this position. Incumbent must adhere to Department’s Travel policies.
• Adhere to the Department’s time and attendance rules and regulations. Perform with the highest level of integrity, acting within the Department’s code of conduct, state ethics laws and department policies.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their noncompetitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NY HELPS - PROMOTION MINIMUM QUALIFICATIONS:
You must be a qualified employee of New York State and have 1-year of permanent competitive or 55-b/55-c service as a Business Systems Analyst 1 (Journey level/SG-18).
NY HELPS - NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Seven years of business analysis experience including: Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs; using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or; describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle; validating requirements throughout the product or system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals; or verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.
Substitutions:
• An associate degree may substitute for two years of experience.
• A bachelor’s degree may substitute for four years of experience
• A master’s degree may substitute for five years of experience
• A doctorate may substitute for six years of experience.

COMPETITVE MINIMUM QUALIFICATIONS:
• You must be a current NYS employee eligible for transfer in accordance with Civil Service Laws, Rules, and Regulations.

55-b/c ELIGIBILE CANDIDATES: You must provide your letter of eligibility from the Department of Civil Service with your application. Your letter must be dated within the last three (3) years.
