Duties Description Under the direction of the Park Manager or designee, the selected candidate’s duties will include, but not be limited to:
• Supervise all permanent and seasonal staff in refuse collection, grass cutting, and tree felling operations.
• Oversee the safe operation, preventative maintenance, and cleanliness of all vehicles and motorized equipment.
• Work with management to plan and execute the day-to-day maintenance operations of Lake Welch Beach.
• Inspect grounds for safety concerns and report unsafe conditions to management; oversee corrective action.
• Delegate and assign tasks to lower-level staff.
• Determine and coordinate support staff from all Harriman locations for grounds and facility cleanup during peak season.
• Assist in emergency situations by applying emergency practice and procedures, assisting and directing staff.
• Monitor traffic flow and parking lot capacity. Coordinate auxiliary parking and once park reaches capacity, direct staff in closing procedures.
• Oversee and perform semi-skilled maintenance and repair activities in a variety of trades such as carpentry, plumbing, electrical, masonry, and mechanical repairs.
• Assist in other areas of park operations as needed.
• Position may require working in inclement weather.
• Communicate effectively with other staff and park patrons in a responsible and courteous manner.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Either 1. three years of experience** in the construction, operation, or maintenance of a park, recreational facility, or campus;* one year of this experience must be at a supervisory level;
Or 2. an associate's or higher-level degree or 60 college semester credit hours*** AND one year of supervisory experience in the construction, operation or maintenance of a park, recreational facility, or campus.*
*A park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic fields, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming.
**If verifiable, we will accept and pro-rate appropriate part-time and volunteer experience.
**For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
***Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. Reassignment Qualifications:
Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as a Park Supervisor 1; if you have less than one year, you must be reachable on the current Park Supervisor 1 eligible list for this location.
Provisional Qualifications:
In the absence of an eligible list(s) with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be meet the following minimum qualifications:
Either 1. three years of experience** in the construction, operation, or maintenance of a park, recreational facility, or campus;* one year of this experience must be at a supervisory level;

The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.
70.1 Transfer Qualifications:
At least one year of permanent or contingent-permanent qualifying service as a Park Manager 1, SG-18. Only this title is eligible for 70.1 transfer.
Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

*NY HELPS PROGRAM:
For the duration of the NY HELPS Program, this title may be filled via a permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024 and June 11, 2025. You may wish to apply if you received a permanent NY HELPS appointment to a qualifying title within these timeframes and are interested in this opportunity. Your eligibility for promotion will be reviewed by Human Resources. Employees with a permanent NY HELPS appointment occurring effective June 12, 2025 or later will be addressed with a subsequent cover-in.
Additional Comments OPERATING NEEDS:
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
• Must have the ability to operate a chainsaw and must complete OPRHP sawyer training or equivalent within the probationary period and maintain it as a term and condition of employment. This training will be provided by OPRHP.
• Must be physically able to perform medium to heavy physical labor.
• The selected candidate must be willing and able to work nights, holidays and/or weekend shifts as required. Work schedule may change to accommodate operational needs.
• The selected candidate will be expected to and may occasionally support work assignments in other State Parks during emergency situations.
Location Pay:
The hiring rate will be the sum of the statutory hiring rate for CSEA Grade 11 ($47,695) and the Downstate Adjustment ($4,000). The job rate will be the sum of the statutory job rate ($58,447) and the Downstate Adjustment ($4,000).
ADDITIONAL INFORMATION:
The CSEA contracts allow for salary protection for seasonal / hourly employees who are appointed to permanent graded positions with lower hiring rates under certain circumstances. We encourage OPRHP seasonal / hourly applicants to check in with your Regional Business Office Administrator to inquire about the potential impact on your salary. As a permanent graded employee, you will be eligible for regular salary / performance advances (i.e. salary increases).
