Duties Description Under the general supervision of the Park Manager 3, Grade 23, the incumbent will be responsible for overseeing the pro shop operations at Green Lakes State Park Golf Course. Duties include, but are not limited to:

• Oversee the physical maintenance of the clubhouse and pro shop facilities.
• Be the direct liaison between Parks and the Concessionaire at the course, assuring quality control, proper pricing and overall customer service.
• Supervise, train, and evaluate subordinate staff.
• Manage comprehensive pro shop operations, including retail merchandising, inventory control, tee-time management, and golf cart fleet maintenance.
• Plan, organize, and promote special events, tournaments, leagues, and group golf outings to maximize course utilization and revenue.
• Prepare and manage the facility’s operational budget and oversee daily revenue collection.
• Coordinate directly with maintenance staff to ensure exceptional turf conditions and playability.
• Enforce course rules and etiquette while maintaining outstanding customer service relations and resolving patron inquiries and complaints.
• Perform related duties as required.

Minimum Qualifications Non-Competitive Minimum Qualifications (NY HELPS):
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Five years of general golf course experience at a government, commercial, or private course, including grounds maintenance, turf grass management, fertilizing and pesticide application, or management of a golf course facility and equipment, including one year of golf course supervisory experience.

Substitution: An associate degree in a related field can substitute for two years of specialized experience; a bachelor’s degree in a related field can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.**

Definition of experience - General golf course experience refers to the knowledge and experience in the processes that need to take place in the management of a golf course. From the maintenance side: Cutting greens, tees, fairways, approaches and rough. Changing hole locations regularly. Setting tee markers. Raking and maintaining sand traps. Applying fertilizers and pesticides. Aeration and topdressing. Irrigation system operation and maintenance. Equipment repair and maintenance. From an operations standpoint: Customer relations. Selling tee times. Running the first tee. Encouraging appropriate pace of play. Organizing group outings and tournaments. Merchandising through vendors. Golf cart fleet maintenance. Working with concessionaires, like restaurant vendors.

*For the duration of the NY HELPS Program, this title maybe filled via a permanent, non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024 and June 11, 2025. You may wish to apply if you received a permanent NY HELPS appointment to a qualifying title within these timeframes and are interested in this opportunity. Your eligibility for promotion will be reviewed by Human Resources. Employees with a permanent NY HELPS appointment occurring effective June 12, 2025 or later will be addressed with a subsequent cover-in.

**Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. This information can also be found on the Internet at http://www.cs.ny.gov/jobseeker/degrees.cfm. You must pay the required evaluation fee.

52.7 Non-Competitive Promotion (NCP) Qualifications:
To be eligible for NCP, candidates must be in the NYS Office of Parks, Recreation and Historic Preservation promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service as a Golf Course Manager 1, SG-15. If 3 or fewer qualified NYS Office of Parks, Recreation and Historic Preservation eligible promotional employees respond to this posting, Civil Service may approve the permanent appointment of one of the qualified employees without further examination.

Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.

If verifiable, we will accept and prorate appropriate part-time and volunteer experience.

Provisional Qualifications:
Based on the results of the required recruitment/canvassing for the Golf Course Manager 2 position, OPRHP may make a provisional appointment to this position. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Golf Course Manager 2 exam and be reachable for appointment from the newly established eligible list.

The minimum qualifications for Provisional appointment are:
Candidates must be a qualified employee of New York State and have had one year of permanent competitive or 55-b/55-c service as a Golf Course Manager 1 or Golf Course Maintenance Supervisor.

Additional Comments OPERATING NEEDS:
• Must be able to work a variable schedule including weekends, evenings, and holidays.
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
