Duties Description Reporting to the Director of Property Services, the Public Buildings Manager 3 will oversee NYSIF's Albany and White Plains buildings.

Responsibilities include, but are not limited to:
• Schedule preventive maintenance or repairs, initiate work orders, and inspect completed work for quality and safety control.
• Perform the full range of supervisory duties, including time and attendance, counseling and labor?relations matters, performance evaluations, probationary reports, and staff training.
• Supervise the daily activities of both contracted and state employees engaged in grounds maintenance, building maintenance, custodial services, security services, and facility staff.
• Assist in developing contracts for goods and services and monitor deliverables to ensure contract compliance.
• Conduct inspections of completed work for quality and safety control.
• Oversee the procurement of supplies, materials, and equipment for the facility.
• Determine and evaluate budgetary needs based on facility expenditures and capital projects.
• Conduct inspections to ensure site fire and emergency safety, security, maintenance, and comfort standards are met.
• Enforce state building codes, safety protocols, and regulations.
• Oversee maintenance of vehicles.
• Monitor the property services mailbox for employee complaints and requests.
• Prepare reports, implement policies and procedures, and ensure all policies and procedures are followed.
• Maintain employee seating charts.
• Perform a full range of supervisory duties.
• Perform other duties as assigned.

Minimum Qualifications For appointment via NY HELPS:
• Six years of experience* managing an occupied building with a gross square footage of at least 250,000 or a complex of occupied buildings totaling at least 300,000 square feet, at least two of which must have included supervision of service contractors or in-house staff, including plumbers, electricians, carpenters, and other skilled trade people. This experience MUST include overall responsibility for building maintenance (including HVAC), minor building rehabilitation, and at least one of the following three areas of expertise: grounds maintenance, security and access control, or cleaning oversight including sanitary requirements and inspection.

*An associate’s degree in construction management, construction technology, facilities management, engineering, engineering technology, architecture, architectural technology, business, business administration, or public administration may substitute for two years of the general experience; or a bachelor’s degree in the above fields may substitute for three years of the general experience.

For competitive appointment:
• Transfer: Current New York State employee with one year of permanent competitive class service in a title eligible for transfer under Section 70.1 of Civil Service Law. Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades. Eligible titles include, but are not limited to: Project Manager 3.
• Reinstatement: Candidates who have held Public Buildings Manager 3 title, or a transferable title, may be eligible for consideration for reinstatement.

Additional Comments For candidates new to NYS, the starting salary for this position will be the bottom of the range displayed and is not subject to negotiation. For candidates that are current NYS employees, salaries are calculated in accordance with NYS Civil Service Law, OSC Payroll rules and regulations, and negotiated union contracts.

NY HELPS Program:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
