Duties Description Under the direction of a Mapping Technologist 3, the incumbent of this position will provide technical expertise in GIS and mapping functions in support of various Canal Corporation mapping projects. This position contributes to the development, maintenance, and evaluation of spatial data, mapping applications, and visualization tools, and automated workflows requiring technical judgment. The duties of this position include, but are not limited to, the following:
• Perform advanced GIS and mapping work in support of Corporation infrastructure, asset management, and compliance initiatives, including the development, analysis, and maintenance of complex spatial datasets and geodatabases.
• Perform all applicable duties of a Mapping Technologist 1 while independently supporting higher-complexity automated mapping projects, enterprise GIS systems, and application development efforts.
• Design, develop, and maintain GIS applications, dashboards, and mobile data-collection tools to support inspections, infrastructure condition assessments, and compliance workflows, including participation in the Corporation Mobile and Robotics working groups.
• Collect, evaluate, process, and integrate spatial and non-spatial data from multiple sources, including field surveys, legacy records, and external partners, ensuring accuracy, consistency, and adherence to established standards.
• Apply advanced GIS techniques and analytical methods to support asset prioritization, planning, and operational decision-making related to Corporation facilities and linear infrastructure.
• Coordinate with engineers, surveyors, inspectors, IT staff, and program stakeholders to ensure effective integration of GIS data with engineering, inspection, and asset management processes.
• Conduct research and development activities related to new GIS technologies, automated functions, and system enhancements to improve data quality, efficiency, and usability.
• Support the development and maintenance of enterprise GIS standards, documentation, and procedures governing data collection, storage, and dissemination.
• Update and maintain internal and public-facing GIS products, including maps, web applications, and other mapping-related information sources.
• Assist higher-level staff with portions of advanced GIS and mapping projects, including project coordination, quality control of work products, and support of consultants or contract staff as assigned.
Minimum Qualifications NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Seven years of experience making recommendations and decisions relating to the selection, planning, and production of mapping projects and independent research and evaluation activities which require the knowledge and application of the technical principles and practices of GIS or photogrammetry.
An associate’s degree in a related field can substitute for two years of specialized experience; a bachelor’s degree in a related field can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.
COMPETITIVE MINIMUM QUALIFICATIONS:
Candidates must have one year of permanent competitive or 55b/c service in a title eligible for transfer under the provisions of Section 70.1 of the Civil Service Law.
