Duties Description This incumbent will function as a financial analyst within the Bureau of Public Hospital Reimbursement & Health Care Revenue within OHIP’s Division of Finance and Rate Setting in the tracking, analyzing, and forecasting of the Disproportionate Share Hospital (DSH) Program.
The Federally mandated DSH program provides over $3 billion in annual funding to over 150 hospitals and is intended to offset hospitals' uncompensated care costs to improve access for Medicaid and uninsured patients, as well as improve the financial stability of safety-net hospitals.
The incumbent will:
• Perform analysis and assist in strategic planning to identify trends and impacts to providers within Medicaid and DSH.
• Interact and collaborate with rate setting, fiscal management, and program staff within the Department as well as the Federal Government, other state agencies, and consultants that interact with the Medicaid program.
• Develop deliverables and occasionally present materials with executive staff in the Bureau.
Additional duties include:
• Establish annual DSH awards for providers;
• Track, analyze, and project program spending on a monthly basis;
• Coordinate annual DSH audits, and review resulting audit reports;
• Calculate, review, and package the periodic DSH awards based on the latest policy decisions;
• Prepare State Plan Amendments (SPAs) and State Regulations; and
• Develop, track, and process provider rate packages.
Minimum Qualifications Permanent Transfer Candidates: Current New York State Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Medicaid Redesign Analyst 2, SG - 23, OR; Current New York State employee with one year of permanent or contingent-permanent, competitive, service in a title eligible for transfer to Medicaid Redesign Analyst 2, SG - 23, under Section 52.6, 70.1 or 70.4 of the Civil Service Law.
Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet one of the following minimum qualifications: Be a current NYS Department of Health employee with one year of permanent service or 55-b/55-c service as a Medicaid Redesign Analyst 1.
If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. Employees must have one year of permanent or contingent-permanent, competitive service as a Medicaid Redesign Analyst 1. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
Open to the Public: This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if the candidate meets the below NY HELPS minimum qualifications.
Non-Competitive Candidates via NY HELPS Program:
Seven years of experience* in the administration of a public health insurance program performing one or more of the following duties: participation in the development or implementation of programs, policies, procedures, or regulations related to the delivery, reimbursement, eligibility, coverage, or payment of health care services; analyzing demographic, economic, financial, clinical usage, or clinical quality assurance data to improve the quality, availability, or efficiency of health care services; participating in the development, implementation, or oversight of health plan contracts with organizations that provide insurance coverage of health care services.
*Substitution: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
Additional Comments This position is part of the NYS HELPS program. No examination is required.
