Duties Description The Community Relations Specialist will assist with all internal and external communications for the New York State Office of Children and Family Services (OCFS). The incumbent will be responsible for carrying out numerous sensitive, critical functions to promote the agency's mission and share programs and services with internal and external stakeholders. The position is responsible for the following duties:
• Manage community relations for the agency by creating and implementing community outreach activities; including education programs through lectures, presentations, events, meetings, conferences or other necessary communications with community stakeholders.
• Collaborate with the agency Public Information Office (PIO) and the Office of Diversity, Equity, Inclusion and Accessibility Office (ODEIA) to share the agency’s strategic plan while engaging external stakeholders and other organizations to increase awareness of agency initiatives affecting community members.
• Develop and maintain partnerships with community-based organizations and institutional partners throughout the state, creating opportunities for collaboration within the communities,
• Represent the agency at external meetings. This includes addressing concerns and providing agency information and resources.
• Notify executive staff of sensitive issues, concerns, or topics raised by external stakeholders so that timely responses can be provided.
• Collaborate with division leaders to plan and implement marketing campaigns for new initiatives and sharing of agency programs and services.
• Write, edit, and develop content for newsletters, websites, white papers and social media that are shared with the public and agency partners.
• Prepare periodic reports on meetings held, activities planned, and results achieved.
• Perform all other duties as assigned.
Minimum Qualifications Bachelor’s degree
In addition, five years of experience performing community relations/outreach and public information duties.
Preferred qualifications: Experience in child welfare and juvenile justice.
Outstanding oral and written communication skills.
Additional Comments Travel: 20%
Background Investigation Requirements:
1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.
2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.
3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
