Duties Description Under the general direction of the Executive Deputy Commissioner of OCFS, the Special Assistant (Director of Project Management and Continuous Improvement) will lead enterprise-wide transformation initiatives including process improvement, change management initiatives and leveraging the use of data-driven decision-making across the agency.
The duties of the position include, but are not limited to, the following:
• Provide framework and best practices for business processes that promote efficiency, quality outcomes, and mitigate identified risks
• Oversee creation and implementation of feedback loops between Divisions, leveraging the use of data to improve processes and the quality of outcomes
• Assist in the development and documentation of Key Performance Indicators (KPIs) across divisions, monitor compliance, and work cooperatively with the Office of Research, Evaluation and Performance Analytics (OREPA) to develop and implement enterprise-wide dashboards to track established key performance outcomes via metrics
• Lead and oversee process mapping improvement initiatives, recommend areas for operational improvement, including information technology systems, and work cooperatively with divisions to achieve desired results
• Perform management activities designed to set priorities, focus energy and resources, strengthen operations, and ensure that employees and other stakeholders are working together to achieve measurable results
• Works in partnership with other OCFS leadership to ensure mutual objectives are achieved and aligned with OCFS business needs and strategic direction. Leverages consensus building to shepherd common understanding of best practices to achieve sustainable desired outcomes for OCFS employees and the individuals, children and families the agency serves.
• Seeks innovative ways to evaluate and determine the need for improvements and apply solutions to new and ongoing Agency and Division’s daily operations.
• Leads cross-functional project teams designed to improve business processes and promotes the use of new and emerging solutions to solve agency business challenges.
• Assist with identifying key areas for process improvement across OCFS, help to develop project teams to identify and redesign process areas for process improvement.
• Monitor the status of all ongoing projects and provide guidance and direction to resolve issues that prevent or hinder project progress or success, including the proactive identification and management of resourcing conflicts that may arise.
• Build and maintain relationships with points of contact from other states, other New York State agencies and local organizations for the sharing of information and experiences and collaborative problem solving.
• Prepare progress and status reports on Division process improvement efforts as required by the Executive Deputy Commissioner.
Minimum Qualifications A Bachelor’s degree and seven years of experience, or a Master’s degree and five years of experience, in one of more of the following areas:
• Project Management and Portfolio Governance
• Business Analysis and Process Re-Design
• Data Analysis
• Medium and Large-scale innovation and/or modernization efforts
Preferred Qualifications:
The ideal candidate will possess the following competencies:
• Strong analytical, problem-solving, and change management skills.
• Experience in data analysis and reporting.
• Demonstrated success in leading large projects.
• Strong oral and written communication skills.
• Experience in leading process mapping and data collection.

Background Investigation Requirements:
