Duties Description The Project Manager 1 will report directly to the Systems Innovation Division Project Manager 2 and will be responsible for the following:

• Manage multiple projects of small or medium scope.
• Assist higher-level Project Managers on more complex projects.
• Develop or use pre-existing project management plans and documents to coordinate and support the activities of a project team.
• Interact with stakeholders and coordinate the activities of the project team to ensure that the project objectives are met.
• Support in risk analysis, mitigation plans, and issue escalation.
• Schedule and organize project meetings, kickoffs, and status updates.
• Document and distribute meeting notes and action items.
• Demonstrate strong, professional, respectful communication skills, both verbally and in writing.
• Organize and maintain a project management library and project tools repository.
• Update status reports and project tracking tools.
• Implements project management processes and policies.
• Maintain effective professional work relations with individuals, teams, and contacts both with ITS and Tax.
• Adhere to the Department’s time and attendance rules and regulations.



Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS (NY HELPS):

Six years of experience in project management which must have included planning and at least three other of the management process groups: origination (including governance work intake, portfolio management, capacity demand planning); initiating; executing; controlling; and, closing; and the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans.

An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

• Reachable on the appropriate eligible list for this title and location.
OR
• Current NYS employee with at least one year of qualifying permanent service in a title eligible for transfer under Civil Service Laws, Rules, and Regulations.

Additional Comments Telecommuting may be allowed after 6 months in accordance with Department policy.
