Duties Description • Assist in the HBA process for all Central Office employees, Board of Parole employees, Community Supervision staff, Correction Officer/Parole Officer/ Institution Safety Officer Recruits assigned to the Albany Training Academy. Provides current information and assistance to staff regarding benefits (medical, prescription, vision, dental, various insurance programs). Administers benefits in accordance with all rules and regulations established by Civil Service and DOCCS.
• Assist facility HBAs with questions that may arise
• Enter documentation received into NYBEAS (health benefits computer system)
• Respond to any Central Office/Board of Parole/Community Supervision/Albany Training Academy staff NYBEAS mis-match reports between PayServ and NYSTEP.
• New employee orientation: Assembles required documents for new Central Office, Board of Parole, Community Supervision staff and interagency transfers and reassignments. Reviews required documentation with employees to ensure that all materials are understood and completed correctly. This includes processing new health benefits and retirement enrollment.
• Assist in providing orientation to monthly Correction Officer Recruit Classes regarding Personnel issues. Classes are once or twice a month with approximately 80-125 recruits per class. Ensure that forms are distributed and completed properly. Processes for each recruit, retirement registration that is faxed to the Employees Retirement System. Mails appropriate forms to various State Agencies (i.e. Department of State, Civil Service, and Employees Retirement System). Obtaining a Notary Public designation is highly valued for use in this capacity.
• Emails the Employee Investigation Unit for new employees to be entered into the License Event Notification Service (LENS) and ensures that new employees have been fingerprinted when required.
• Out processing of exiting employees: Ensures staff separating are informed of any changes in benefits. Meets with employees retiring to ensure understanding of health benefits in retirement (i.e. continuation/deferment of benefits, sick leave calculations, and explanation of single/dual annuitant benefit) and collects required benefits documents. Collects state issued property and returns to the appropriate program area.
• Assists Employee Retirement System with additional documentation needed from Central Office and facilities for any account discrepancies, yearly audits, or inquiries.
• Provide appropriate ID cards for new, transferring, promoted or retired Central Office, Board of Parole, and Community Supervision staff.
• Recruitment responsibilities for assigned program areas.

Minimum Qualifications Eligible for transfer or reachable for appointment from the appropriate eligible list, or meet the following qualifications for a NY HELPS appointment:

Human Resources Specialist Trainee 1/SG-NS (EQ = SG-14 $56,655 - $70,869): a bachelor’s degree.

Advanced Placement: At the agency’s discretion, chosen candidates may be appointed to a higher level. Candidates must inform the agency of any additional qualifications at their interview.

Traineeships – To be advanced to the full performance level of the title you must successfully complete a set training and development program. Upon satisfactory completion of the 12-month training at the Trainee 1, you will automatically advance to Trainee 2. Upon satisfactory completion of the 12-month training as a Trainee 2, you will advance to the full level of this title without further examination.

Minimum Qualifications for Advanced Placement from the Transitional Examination (PATT): At the agency’s discretion, the candidate may be appointed to a higher level based on the NY HELPS qualifications. The candidate must inform the agency of any additional qualifications at their interview.

Human Resources Specialist Trainee 2/SG-NS (EQ = SG-16 $63,180 - $78,680): a bachelor’s degree and one year of professional human resources experience.

Substitutions: a Juris Doctor, master’s or higher degree in a related field* can substitute for one year of specialized experience.
*-Hiring agencies have discretion in determining whether a degree is related to the duties of the position.

Traineeships: To be advanced to the full performance level of the title you must successfully complete a set training and development program. Upon satisfactory completion of the 12-month training as a Trainee 2, you will advance to the full level of this title without further examination.

Human Resources Specialist 1/SG-18 $67,119 - $83,286: a bachelor’s degree and two years of professional human resources experience.

*Hiring agencies have discretion in determining whether a degree is related to the duties of the position.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
