Duties Description The New York State Library, part of the New York State Education Department’s Office of Cultural Education, is seeking a collaborative and service-oriented Senior Librarian to join its Manuscripts and Special Collections Unit (MSC).The MSC supports a broad and diverse research community by providing access to unique historical materials while actively building, preserving, and promoting the State Library’s collections. These collections include manuscripts, private archives, rare books, maps, prints, photographs, broadsides, posters, musical scores, and ephemera that document the history and culture of New York State. Under the direction of the Associate Librarian, the Senior Librarian plays a key role in ensuring these collections are discoverable, accessible, and well cared for, while delivering high-quality reference, outreach, and instructional services.
• Processing, arranging, and describing the Jack and Nancy Shufelt, New York Central Railroad Collection (SC23340). This collection contains original research, compiled in loose-leaf binders, accompanied by original documents, books, periodicals, maps, photographs, slides, audio recordings, and artifacts reflecting Jack Shufelt’s research into trains and train history. This collection is approximately 80 cubic feet;
• Developing and delivering subject guides, exhibits, social media content, and outreach programs about the Jack and Nancy Shufelt, New York Central Railroad Collection (SC23340);
• Providing responsive and knowledgeable reference and information services to the public onsite and via LibAnswers (Springshare), telephone, email, direct mail, and Interlibrary Loan;
• Staffing the MSC Reference Desk in the 11th floor Research Room, which is shared with the NYS Archives;
• Processing, arranging, and describing other special collections materials, and preparing finding aids to enhance access and discovery;
• Collaborating with MSC colleagues and Library staff across units to support the digitization of collections and expand digital access to materials;
• Contributing to collection development by identifying, evaluating, and recommending materials in a variety of formats;
• Building and maintaining relationships with donors to support the acquisition of new collections;
• Supporting the effective use of MSC materials by providing instruction, orientations, and training to researchers, NYS employees, students, educators, and others, both in person and online, and
• Contributing to the success of MSC by performing all other duties as assigned.
Minimum Qualifications MINIMUM QUALIFICATIONS:
NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
• For Librarian 1: have a master’s degree from a program accredited by the American Library Association
• For Librarian 2: A master’s degree from a program accredited by the American Library Association and one year of full-time post-degree professional librarian experience.
• For Senior Librarian: A master’s degree from a program accredited by the American Library Association and two years of full-time post-degree professional librarian experience.
COMPETITIVE MINIMUM QUALIFICATIONS:
Promotion: Master’s degree from a program accredited by the American Library Association and satisfactory completion of a two-year traineeship
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Senior Librarian.
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 70.1 Transfer to Senior Librarian: Candidates must have one year of permanent competitive or 55b/c service in any of the following titles: Senior Librarian (Law), Senior Librarian (Reference), or Senior Librarian (Technical Processes).
Provisional Appointment to Librarian 1: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must have a master’s degree from a program accredited by the American Library Association. Provisional candidates must take the examination for Librarian 1 when it is next offered, and must be reachable on the resulting eligible list to maintain employment.
Provisional Appointment to Senior Librarian: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must have a master’s degree from a program accredited by the American Library Association and two years of full-time post-degree professional librarian experience.
PREFERRED QUALIFICATIONS: Preference may be given to candidates who have previous experience serving diverse communities.
Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a contingent permanent competitive appointment, contingent permanent noncompetitive appointment, or a temporary provisional appointment. Provisional candidates must take the examination for Senior Librarian or Librarian 1, dependent on appointing title, when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree and experience will be required at the time of interview for all candidates. The work schedule for this position includes flexible hours Monday through Friday, between the 9:00am to 5:00pm, with a participation in a rotating Saturday shift required.
This position may be filled as a traineeship. The starting salaries for this position is outlined below. For current New York State employees, salary is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary.
• $56,807 (Trainee 1/Librarian 1) - NS equated to SG-15)
• $63,361 (Trainee 2/Librarian 2)- NS equated to SG-17)
• $70,579 (Full Performance level/Senior Librarian to SG-19)
This position leads to a maximum salary of $89,645 based on annual performance advances and traineeship advances.
