Duties Description Duties may include, but are not limited to:
• Coordinate the activities of the regional staff in the assigned area.
• Consultant construction management firm and consultant design firm to ensure quality control of each individual project component of the Agency’s program.
• Supervise and manage EIC’s and inspectors on multiple construction projects.
• Confer with construction supervisors, consultants, and D&C management regarding the progress of assigned projects and construction issues and/or problems that exist.
• Identify potential problem areas with scheduling, change orders, and other construction completion problems to maintain program schedules.
• Perform a full range of supervisory duties to include workload management, performance management, enforcement of OGS and D&C Policies and Procedures, mentorship and leadership to staff in the unit.
• Perform other duties as assigned.
Operational Needs:
• Travel is required throughout the area, in excess of 50%.
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required or otherwise demonstrate the capacity to meet the transportation needs of the job.

*There is no examination required for appointments to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.
At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:
Required Experience: Nine years of experience in multi-trade building construction, which must have included at least two years of managing multiple building construction projects. Experience managing multi-trade building construction projects shall include responsibility for three or more of the following areas:
• construction planning
• coordination of multiple trades
• cost estimating
• project scheduling
• material purchasing
• resource management (including labor, material, and equipment scheduling)
• contract document reading and interpretation (plans and specifications)
Two years must include supervision of subordinate staff.
Substitution:
• An associate's degree may substitute for two years of experience.
• A bachelor’s degree may substitute for four years of experience.
• A master’s degree may substitute for five years of experience.
• A doctorate may substitute for six years of experience.

52.7 Non-Competitive Promotion:
If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a non-competitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. To be eligible for the NCP, candidates must meet the following qualifications: Current New York State Office of General Services employee with one year or more of qualifying permanent service as a Building Construction Program Manager 2 and must not have failed the last holding of examination.
Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 25 or above and eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law.
NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.
