Duties Description The Project Manager 1 will implement training and stakeholder engagement projects in the OVS Training and Outreach Unit. Specific duties will include, but are not limited to:
· Develop and implement a new technical assistance program for operationally distressed and survivor-led Victim Assistance Programs (VAPs), including all related program design, procurement, contract management, and evaluation functions.
· Work collaboratively with staff in other OVS units and State agencies to develop training and technical assistance materials for VAPs and coordinate on inter-agency workgroups or meetings.
· Conduct research into the operational challenges faced by VAPs and develop policy recommendations, standard operating procedures, and best practices for organizational sustainability.
· Solicit input from internal and external stakeholders on projects administered by the Training and Outreach Unit.
· Compile data from event surveys and other methods of program evaluation to inform recommendations and improvements for Unit projects.
· Assist with ongoing OVS training, engagement, and outreach projects and initiatives including various public awareness campaigns, the OVS Resource Connect platform, Victim Service Academy trainings, and other ad hoc webinars and training projects.
· Support the planning and development of OVS public-facing events, including the agency’s biannual Conference and Summit.
· Administer and manage applicable state operation contracts and oversee all contract compliance, reporting, and deliverables.
· Provides project management support, including assistance with federal and state procurement compliance.
· Additional tasks and projects as assigned.
· Up to 15% travel may be required.

Minimum Qualifications NON-COMPETITIVE MINIMUM QUALIFICATIONS:

Project Manager Trainee 1: Four years of experience in project management which must have included planning and at least three other of the management process groups: origination (including governance work intake, portfolio management, capacity demand planning); initiating; executing; controlling; and closing; and the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans.
Advanced placement to the Trainee 2 (equated to SG-16) or journey level (SG-18) may be possible depending on education and experience.

An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

NY HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

COMPETITIVE MINIMUM QUALIFICATIONS:

Project Manager 1, SG-18: Permanent service in this title or one year of permanent competitive or 55-b/c service in a title SG-16 or higher and otherwise eligible for transfer under Civil Service Law.

Project Manager Trainee 1/2: Reachable on the current PATT or PCO eligible list; OR one year of permanent service in a title allocated to G-11 or higher and otherwise eligible for transfer under Civil Service Law.
