Duties Description Under the direction of a Project Manager 3, SG-25, within the New York State Office of Information Technology Services Dedicated Support - Department of Environmental Conservation, the Project Manager 2, SG-23, position will focus on initiating projects that align NYS ITS resources with NYS DEC’s strategic initiatives. The Project Manager 2 will be responsible for leading team efforts to develop enhancements to existing products, implement new products to meet the agency’s needs.

This duties for this role include but are not limited to:
• Act as a project manager for DEC’s priority initiatives and fulfill all project management tasks related to project planning, project initiation, project execution, project acceptance/implementation, and project closeout. These duties include but are not limited to:
o Develop project plans specifying goals, strategy, dependencies, staffing, scheduling, identification of risks, contingency plans, and allocation of available resources.
o Develop and utilize standard procedures for project delivery, reporting and documentation.
o Identify and schedule project deliverables, milestones, and required tasks.
o Assign tasks and responsibilities, and drive accountability to project team members.
o Provide leadership and direction to the project teams.
o Direct and coordinate activities of project resources to ensure project progresses on schedule and within budget.
o Track project-related costs and expenditures.
o Facilitate projects by defining agendas and running meetings.

Minimum Qualifications Minimum Qualifications:

A bachelor's degree and three years of professional experience in project management which must include planning and at least three other of the management process groups: origination (including governance/work intake, portfolio management, capacity/demand planning); initiating; executing; controlling; and, closing. This experience must include the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans; or current certification from the Project Management Institute as a Certified Associate in Project Management (CAPM); or current certification from the Project Management Institute as a Project Management Professional (PMP).

A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Non-Competitive Promotion (NCP):
If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a non-competitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must be in the departmental promotion field and have one year or more in a permanent or contingent-permanent competitive, or 55b/c service in a Project Manager 1.
Note: If you are on the examination eligible list for the position title in this location, you do not need to respond to this posting unless you are also eligible for appointment by one of the qualifications listed above.

Open to NYS employees with one year of permanent competitive service as Project Manager 2, SG23, (previously known as Project Manager 1, SG23) OR in a position at the SG21 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.

Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or for permanent residence.

Some positions may require fingerprinting.

Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.

For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
