Duties Description This position is located in the Adolescent Health Unit (AHU) within the Division of Family Health. The AHU manages and oversees subgrantees who are contracted in our adolescent-serving contracts. The incumbent for this position will: Provide oversight and management of contracts in the Adolescent Health Unit. Review and approve annual administrative forms, budget submissions (including budget modifications), and biannual narrative progress reports; Conduct or participate in adolescent pregnancy prevention program monitoring and reporting activities. This includes tasks associated with monitoring (completion of performance measures submissions, federal/state/and other applicable funding opportunities, and maintaining communication with the project administrator, including the completion and submission of other documents as required.; Assist in the development of adolescent health funding procurements that are consistent with State guidelines for comprehensive pregnancy prevention initiatives and positive youth development; including narrative writing, EDC development, review and assist in the development and implementation of Adolescent Health Program Policies, Procedures and Manuals.; Provide input and work together with Bureau teams to accomplish assigned projects including participation in development and review of procurements (RFAs), MCHSBG Title V work, and other initiatives as assigned. Also, serve as a liaison with other Department staff, program stakeholders and staff from other federal, state, and local agencies.; Cross-trains with other units/bureaus to build additional core competencies in public health contract management.

Minimum Qualifications NY HELPS:

HPA Trainee 1: Four years of experience in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness.

HPA Trainee 2: Five years of experience in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness.

HPA (Grade 18): Six years of experience in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness.

Substitutions for all levels: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Transfer Candidates: Current NYS Department of Health (DOH) employee with permanent or contingent permanent status as a Health Program Administrator (G-18); OR current New York State employee with one year or more of permanent or contingent permanent, competitive service in a title eligible to transfer.

Preferred Qualifications: Ability to handle multiple priorities simultaneously. Ability to manage and meet deadlines. Ability to provide comprehensive feedback to programs on budgets and reports. Ability to work with internal and external stakeholders on adolescent focused initiatives.

Position may be filled at a trainee level (equated to Grades 14/16), or Grade 18, depending upon the qualifications of the candidate.

This position is part of the NYS HELPS program. No examination is required.
